Water Resources Geographic Information Systems Analyst

Position Summary:

Under general supervision, administers and coordinates Geographic Information System (GIS) program for the Department of Water Resources. Develops and maintains GIS and Global Positioning System (GPS) data and develops GIS/GPS databases for analyses and integration into other platforms and applications.

Essential Duties and Responsibilities:

  • Develop and manage the GIS/GPS using computer software and equipment.
  • Implement goals and objectives in accordance to the Department's goals and performance measures.
  • Provide GIS/GPS training to Department personnel when appropriate.
  • Compile available hydrologic and spatial data for use in flooding evaluations.
  • Produce working maps for Department personnel.
  • Communicate GIS/GPS analyses and results to the Nation's leadership.
  • Perform other job-related duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations, and requirements.
  • Ability to conduct GPS surveys using Trimble Survey equipment or similar equipment.
  • Ability to upload GPS survey data into GIS mapping software i.e. Esri ArcGIS Pro software.
  • Knowledge of database development and software, i.e. MS Excel.
  • Knowledge of aerial and ground surveys.
  • Knowledge of datum projection coordinate systems and able to convert data from one coordinate system to another.
  • Ability to conduct drone aerial surveys.
  • Ability to interact with contractors, governmental agencies i.e. USGS, other GIS Analysts.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to maintain privilege confidential information.
  • Ability to create and present effective speeches and presentations.
  • Ability to establish and maintain positive and effective working relationships with other employees and general public.

Minimum Qualifications:

  • Bachelor's Degree in GIS or closely related field and three years' work experience in developing and managing GIS/GPS databases, or an equivalent combination of training, education and work experience.

Licenses, Certifications, Special Requirements:

  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand and sit; walk; use hands to finger, handle, or feel; reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds.
