Utilities Inventory Clerk & GIS Technician

DEFINITION
Employee will perform a wide variety of inventory and parts management, general clerical and maintenance duties; and provide professional, effective, and efficient service assistance the department, other divisions and departments.

SUPERVISION RECEIVED AND EXERCISED

  • Receives general supervision from Public Works Administrative Assistant/Office Supervisor and the Utilities Supervisor.
  • Exercises no supervision.

EXAMPLES OF DUTIES
Duties and responsibilities may include, but are not limited to, the following:

Essential Functions:

  • Inventory all department equipment and supplies on a weekly basis.
  • Obtain bid information for parts needed for storeroom facilities.
  • Review receiving reports, requisitions, purchase orders and invoices for accuracy of information.
  • Answer and screen telephone calls and visitors for the Public Works Department; relay messages to staff out in the field as necessary.
  • Stock parts in proper place.
  • Stock crew trucks as needed.
  • Perform bookkeeping activities as required.
  • Maintain shop supplies and materials; ensure that appropriate levels of shop supplies and materials remain in stock.
  • Maintain organization and cleanliness of storeroom areas.
  • Communicate with the Utilities Supervisor on all issues that would affect the Utilities Department.
  • Deliver parts to crews out in the field as needed.
  • Perform technical tasks in creating, updating and maintaining the City’s Geographic Information System (GIS).
  • Promote and use the expansion of GIS.
  • Coordinate GIS activities among departments and outside agencies.
  • Assess GIS application/integration needs.
  • Compose, edit, and produce maps, reports, technical illustrations, and generic database inquiries to both internal and external customers.
  • Maintain map layers; load, review, update, verify and maintain digital maps by the City’s consultants and others.
  • Participate with local GIS technical committees, public agencies, and other organizations to share system resources.
  • Design and manage all geographic relational databases focusing on customer service and convenience to internal and external customers.
  • Operate multiple types of GIS equipment.
  • Respond to technical support for GIS outside of normal working hours.
  • Perform related duties as assigned.

Additional Duties:

  • Assist with customer service as needed.
  • Grounds maintenance at the Public Works Building and adjacent City properties to include, but not limited to:
    mowing, weed-eating, trimming, edging, and trash pick-up of approximately four (4) acres.
  • Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

  • Modern office procedures, methods and equipment.
  • Basic report preparation.
  • Principles and procedures of record keeping.
  • Department policies and procedures.
  • Basic bookkeeping practices.
  • Inventory control practices and techniques.
  • Storeroom facilities maintenance.
  • Basic mathematics as applied to bookkeeping.
  • English usage, spelling, grammar and punctuation.
  • Proper public contact and telephone etiquette.
  • Mapping and related graphics.
  • Experience with ESRI’s ArcInfo and related products/extensions.
  • Proficiency with Microsoft Office applications.
  • Advanced knowledge of GIS concepts, design methods, procedures, techniques and methodologies.
  • Modern office procedures, methods and equipment.
  • Basic report preparation

Ability to:

  • Prepare clear and accurate documents and reports.
  • Prioritize and organize various assignments in order to produce efficient results.
  • Research a variety of information.
  • Understand, communicate and follow written and oral instructions.
  • Establish and maintain cooperative-working relationships with those contacted in the course of work.
  • Search files and records quickly and accurately.
  • Work independently in the absence of supervision.
  • Provide appropriate responses to inquiries from department head and staff.
  • Operate a forklift and other equipment used to load and unload inventory.
  • Operate and maintain yard equipment such as riding lawn mowers, weed-eaters, etc.
  • Observe all safety rules and regulations; practice safe working procedures.
  • Communicate effectively in a professional manner both verbally and in writing.
  • Read and comprehend technical plans specifications.
  • Print maps and provide mapping information to both internal and external customers.
  • Respond off-duty for technical support as assigned by department.
  • Prepare clear and accurate documents and reports.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of increasingly responsible shop and maintenance or a related field. Experience in inventory control using a computer system is preferred. GIS training and experience required.

Education/Training:
Equivalent to the completion of the twelfth grade with additional training or courses in clerical or related work.

License(s)/Certification(s):
Possession of a valid driver's license.

  • Regularly works inside but frequently works outside as well and exposed to outside weather conditions and fumes.
