Utilities GIS/CAD Technician

JOB SUMMARY
This is skilled engineering work with emphasis in utilization of Geographical Information Systems (GIS), Computer Aided Drafting (CAD) and Administrative skills. Maintains and updates the Utilities Department’s GIS Database for infrastructure using GIS and CAD, prepares clear and accurate construction drawings, construction details and plan and profile drawings from rough or detailed sketches or notes for varied engineering purposes. Work requires utilizing knowledge of ArcGIS, AutoCAD, surveying, engineering practices, construction standards and mathematics, as well as, knowledge of various public utility facilities (construction, maintenance) and materials. Work may also include the inspecting and pressure testing of new and existing water, storm water and wastewater facilities and collecting information for record and construction drawings. Occasional field work verifying as-builts and using ArcMap and Trimble units to locate existing facilities or map new facilities for the GIS database. All work is performed under the supervision of the Engineering Supervisor and/or Engineering Division Manager.
 
ESSENTIAL JOB FUNCTIONS

  • Maintains and updates geospatial data of municipal GIS databases including converting and archiving existing data and inputting geospatial data collected from utility construction projects.
  • Conducts informational queries, prepares maps and inputs field data in the GIS database.
  • Prepares water and wastewater main extension drawings.
  • Performs field inspections on new and existing water, and wastewater systems.
  • Computes and drafts work by using AutoCAD or hand drafting skills.
  • Prepares various scaled drawings from field notes; reduces field notes, plots and checks center lines and cross-sections on computer.
  • Prepares permit sketches and applications for various municipal and governmental agencies
  • Participates in department meetings and provides GIS and CAD technical support.
  • Essential Employees may be required to work during an during a declared or undeclared emergency.
  • Performs related work as required.

Knowledge, Skills and Abilities:

  • Knowledge of GIS and CAD, surveying, engineering practices, and mathematics.
  • Knowledge of various public utility facilities (construction, maintenance) and materials.
  • Knowledge of the terminology, methods, practices and techniques of computer drafting.
  • Knowledge of simple trigonometry, especially as applied to the making of routine survey computations.
  • Knowledge of level and transit survey equipment.
  • Skill in the use of a variety of computer programs, including Microsoft Office, GIS or CAD and various other office equipment.
  • Ability to make simple technical computations.
  • Ability to interpret field notes and to apply them in complex oral and written instructions.

QUALIFICATIONS
Education and Experience:
Associate’s degree with two (2) years of CAD experience, or two (2) years of GIS experience; or an equivalent combination of education, training and experience.
 
Special Qualifications:
For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire.

PHYSICAL DEMANDS
The work is generally sedentary to light and may require exerting up to 20 pounds of force frequently to lift, carry, push, and pull or otherwise move objects. Additionally, the following physical abilities are required:

  • Balancing: Ability to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, or slippery surfaces.
  • Climbing: Ability to ascend / descend ladders, stairs, scaffolding, or ramps.
  • Crouching: Ability to bend the body downward and forward by bending leg and spine.
  • Feeling: Ability to perceive attributes of objects by touch.
  • Dexterity: Primarily with fingers, as in picking, pinching, or typing.
  • Grasping: Applying pressure with the whole hand.
  • Handling: Picking, holding, or otherwise working with the whole hand.
  • Hearing: Ability to hear and understand at normal speaking levels with or without correction.
  • Kneeling: Ability to bend legs at knee to come to a rest on knee or knees.
  • Lifting: Ability to lift and move objects
  • Mental Acuity: Ability to make rational decisions.
  • Reaching: Ability to frequently extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
  • Standing: Ability to stand for sustained periods of time.
  • Stooping: Ability to bend body downward and forward by bending spine at the waist.
  • Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
  • Walking: Ability to walk long distances to perform tasks and to move from one job site to another.

WORK ENVIRONMENT
Work may be performed in both in and out-of-door environments with exposure to the wind, rain, cold, heat and cramped spaces and may have unpredicted requirements or demands.
