Employee is responsible for assisting with the daily responsibilities of the Tax Map Office, which includes responding to the public and other County departments concerning legal descriptions of property, ownership, address, parcel identification numbers etc., and drafting maps. Employee is responsible for receiving, checking, and assuring the ongoing accuracy of maps/records within the Tax Map Department, including the GIS system. Employee reports to the Tax Map Supervisor or Chief Surveyor.
Job StandardsCompletion of secondary education with technical training in CADD, GIS, drafting, or surveying, plus related work experience. Work involves moderately complex, relatively standardized tasks, processes, and operations following established laws and procedures.
Essential FunctionsEquipment: Uses the following equipment: computer and related software, copier, calculator, large format copier/scanner/printer, drafting tools, and other equipment / electronic devices necessary to complete the work assignments.
Critical Skills/Expertise:
• Thorough knowledge of real estate terminology relevant to property deed descriptions/filings and familiarity with legal instruments/documents;
• Knowledge of geometry and related mathematic principles;
• Knowledge of the Ohio Revised Code, County Subdivision and Zoning Regulations, Agency policies and survey practices and techniques;
• Ability to accurately research and interpret property titles;
• Ability to read and interpret deeds, legal descriptions, survey reports, plats, maps, and other related legal documents;
• Ability to use Microsoft Office software, including Outlook, Word, Excel
• Ability to use GIS mapping programs, including ESRI’s ArcGIS
• Ability to communicate effectively, both orally and in writing;
• Ability to solve problems and deal with the public;
• Ability to develop working rapport with the general public and other County personnel;
• Ability to accurately draft and/or update maps;
RESPONSIBILITY
Supervisor provides general direction in following established practices and clear-cut policies. Consults with the Supervisor throughout the work process concerning unusual or unique. Employee is required to be familiar with and to utilize technical language and moderately complex calculations to complete the work assignments. Errors in work may cause inaccuracies in property descriptions, reports, records, or technical data resulting in inaccurate or incomplete information, possibly impacting tax assessments and litigation.
PERSONAL WORK RELATIONSHIPS
Employee has contact with co-workers, employees in the department, other public agencies, public and private sector employees, lawyers, and the general public. The purpose of these contacts is to provide accurate information regarding properties.
PHYSICAL EFFORT AND WORK ENVIRONMENT
Physical Requirements: Work is described as light work, requiring the lifting of up to twenty-five (25) pounds occasionally.
Physical Activity: Performs the following physical activities: climbing, stooping, kneeling, crouching, crawling, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Visual Activity: Performs work where the seeing job is close to the eyes.
Job Location: Works inside without exposure to adverse environmental conditions.
Safety Equipment: Rubber gloves
