Position Description

The Stormwater GIS Technician supports the GIS and data management needs of the Regulatory group in the Surface Water and Sewers Division. This position is responsible for maintaining and updating stormwater infrastructure and Best Management Practices (BMP) data, supporting stormwater utility programs, managing field data applications, and creating maps and templates for internal and public use.

This position requires strong GIS technical skills, attention to detail, and the ability to coordinate with other staff to support both operational tasks and project-specific needs. The Technician may assist in system improvements, analysis, and documentation related to regulatory programs and water quality modeling.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. 

Anticipated starting salary range: $36.04-$43.80/hour, depending on qualifications.


Job Duties and Responsibilities
  1. Assist in the development and maintenance of GIS databases and tools supporting stormwater programs.
  2. Update and maintain GIS data related to stormwater infrastructure.
  3. Perform GIS edits and updates to support the city’s Water Quality Model. 
  4. Assist with coding and maintenance of computer programs that automate design, mapping, and geographic information systems (GIS)
  5. Perform parcel updates and other items related to maintain accurate datasets in support of the Stormwater Utility.
  6. Develop and maintain ArcGIS Online maps and web mapping applications.
  7. Document workflows, standard operating procedures, and GIS processes.
  8. Consult with staff and clients to help determine their system needs.
  9. Create maps and map templates in support stormwater programs.
  10. Coordinating digitizing of City owned stormwater utilities.
  11. Provide GIS systems support to staff and train new users.
Required Qualifications

Minimum Education:
Associate Degree in Geographic Information Systems, Drafting, Engineering Technology, or Surveying with considerable course work in computer programming or related field or equivalent combination of education and experience.

 Minimum Experience:
Three years of related experience. Equivalent combinations of training and experience may qualify; may vary by position.

 Licenses/Certifications:
None required.

Equivalency:

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process:

The selection process will consist of one or more of the following steps: a rating of relevant education and experience  (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement:

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection:

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.  If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
  1. Good knowledge of GIS concepts, including cartographic principles, geodatabases, geoprocessing, and web mapping.
  2. Proficiency in ArcPro and ArcGis Online.
  3. Knowledge of civil engineering design.
  4. Understanding of Python or other programming language and its application to GIS.
  5. Good knowledge of computer hardware and software.
  6. Ability to train others to use engineering and mapping software.
  7. Good verbal and written communication skills.
