The Stormwater GIS Specialist supports stormwater operations and regulatory compliance by managing geospatial data and GIS assets. The role develops and maintains maps, integrates field data, and produces analyses to support planning, maintenance, inspections, and permit reporting in collaboration with operations, engineering, and regulatory staff.

- Develop, maintain, and update MS4 GIS data, including storm drains, pipes, manholes, inlets, outfalls, BMPs, and related stormwater assets.
- Support MS4 permit compliance by producing required GIS maps, datasets, exhibits, and documentation for permit applications, annual reports, audits, and regulatory inspections.
- Integrate, review, and manage GPS and mobile GIS data collected from field crews, inspections, and contractors into the enterprise GIS system.
- Produce accurate maps, dashboards, and visual products to support stormwater operations, planning, public outreach, and regulatory submittals.
- Manage stormwater asset attribute data and perform quality control, validation, and assurance to ensure data accuracy, completeness, and consistency.
- Perform spatial analyses, including watershed delineation, catchment analysis, and spatial queries, to support engineering and program decision-making.
- Support Illicit Discharge Detection and Elimination (IDDE) activities by mapping drainage areas, outfalls, inspection results, and investigation findings.
- Provide GIS support for asset management and maintenance planning, including inspection prioritization, cleaning schedules, and lifecycle planning.
- Collaborate with stormwater, public works, engineering, and regulatory staff to translate operational and compliance needs into effective GIS solutions.
- Develop and maintain GIS metadata, standards, and documentation to ensure data usability, consistency, and long-term sustainability.
- Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Requires Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
- Over two years and up to and including four years of related experience or an equivalent combination of education, training, and experience.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
