The Position
The City of Rohnert Park is seeking a Senior Geographic Information System (GIS) Analyst to join the Development Services team.  The City’s Geographic Information System is a location-based database that is used to maintain a wide range of information on property and infrastructure in the City.  A well-maintained Geographic Information System is necessary for the proper function of the City’s permit and land management system, utility billing system and planned maintenance management system.

DEFINITION
Under general supervision, performs a wide variety of functions that maintain and grow the Geographic Information System (GIS) at the City, including setting the strategic direction of GIS and overseeing data migration, technology upgrades, and web map application development; supervises and prepares, revises, and maintains a variety of maps and mapping related records, documents, and reports; creates, revises, manipulates, and maintains spatial database records in the computer based geographic information systems (GIS) environment; works with various municipal departments and explains and interprets maps as requested to ensure that their needs for GIS information are met on a day-to-day basis; and performs related duties, as assigned. 
 
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Director of Development Services. Supervises a GIS Technician and may exercises general supervision over technical and clerical staff.

CLASS CHARACTERISTICS
This is a specialized single-position, advanced journey level classification that provides professional level services by performing a variety of administration and analytical duties in such areas as project management, data migration, data quality control, documentation of procedures, GIS training, user group leadership, and other assigned programs or projects. The GIS Analyst will serve as the City’s primary resource in the GIS area of responsibility and will identify and analyze complex problems and recommend and implement solutions.

  • Supervises and supports technical and clerical staff working on projects and programs for the City’s GIS systems.
  • Directs the work activities of technical and clerical personnel; prioritizes and coordinates work assignments; reviews work for accuracy; recommends improvements in workflow, procedures, and use of equipment and forms.
  • Develops and implements new or revised programs, systems, procedures, and methods of operation; documents and improves GIS workflows, including reporting.
  • Develops a centralized geodatabase that conforms to industry standards.
  • Migrates existing web functionality to ArcGIS Online.
  • Develops a mobile GIS support plan.
  • Maintains and disseminates spatial data and generates maps, GIS reports and other information products.
  • Organizes, coordinates, maintains, and updates GIS based CMMS database including asset registry and records, identification hierarchy, and repair and maintenance history.
  • Works with and serves as a liaison between maintenance, engineering, and operations staff in order to optimize capital planning, operations, and maintenance activities City wide. 
  • Collects data from various  sources for  asset condition assessment including work orders, maintenance, and operations reports and graphs, maps, and as built and construction drawings; generates reports from the asset management database. 
  • Reviews data entered by field crews and other City staff; verifies accuracy of information, researches discrepancies, and record information; ensures quality control of reports and data.
  • Communicates  with City staff, vendors, and contractors in  the  design, installation, maintenance, and epair of the CMMS database; inspects and tests upgrades installed by contractors/vendor
  • Maintains and disseminates the City’s addressing information.
  • Maintains the City’s central property file and facilitates interfaces with the City’s enterprise financial system, maintenance management system and land management and permit database.
  • Oversees end-user support and technical services relating to Geographic Information System (GIS).
  • Oversees the maintenance and creation of as-built municipal drawings using AutoCAD.
  • Compiles and organizes GIS data from maps, databases and other sources; determines which geographic data are necessary to create and produce maps and related documents using GIS software and hardware.
  • Assists in the maintenance of office reference files such as map records.
  • Collects field data using Global Positioning System (GPS) units.
  • Inputs and edits municipal infrastructure records on a regular basis.
  • Conducts programmatic and manual analysis and creates reports and thematic maps on the data within the GIS.
  • Ensures that quality assurance on new or revised data conforms to City standards and any other applicable standard or policy.
  • Converts, imports and exports data in and out of the GIS.
  • Contributes to regular status reports, highlighting GIS issues requiring attention.
  • Prepares the layout and design of a variety of maps and graphics for land use, zoning, flood plains, watershed areas, demographic analysis, special districts, open space, etc.
  • Creates and documents procedures and metadata definitions.
  • Performs analysis of infrastructure asset data using ArcGIS, MS Access and regulatory and regional database and asset management systems.
  • Performs research related to improvement plans, various agreements, and other permitting projects.
  • Coordinates on the City's behalf with other agencies on data transfer and upload. 
  • Performs other related duties as assigned.

Qualifications and Requirements

Knowledge of: 

  • Technology, hardware and software, and current applications related to GIS, including database management, mapping and report generation, and desktop publishing systems.
  • Geographic Information Systems (GIS); Esri GIS software, including ArcGIS Online.
  • Web application development in Esri.
  • Basic concepts of geographic coordinate systems, spatial projections and application and conversion between differing systems.
  • Modern component-based GIS tools and methodology for municipal and utility GIS use cases.
  • Image editing, and visual layout software and concepts e.g., photo or raster file programs like Photoshop, GIMP, SID, basics of image file types (TIFF, JPG) and resolution concerns.
  • Remote sensing concepts and related analysis products and uses (LIDAR, satellite imagery, etc.)
  • Relation Database Management Systems (RDMS) such as SQL Server, SQL Server Management Studio, MS Access, and ArcGIS Enterprise Server.
  • Principles and practices of digitizing, data conversion, data management and cartography; geometry and trigonometry; relational database technology; currently used spreadsheet, word processing, scanning, presentation, database and computer assisted drafting software;
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination.
  • Project management, organizational, time management, and interpersonal skills.

Ability to: 

  • Analyze spatial data in a municipal environment and translate client requirements into appropriate GIS reports and thematic maps; understand and conceptualize spatial data.
  • Understand and utilize GIS software.
  • Create, manipulate, and maintain a comprehensive library of spatial data tables and layers.
  • Effectively prepare maps using the commonly accepted practices of cartography; create and modify maps, plans, and illustrative graphics using GIS software.
  • Maintain city map-related records.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Effectively represent the department and the City in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Follow oral and written directions.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be:
 
Equivalent to a bachelor’s degree from an accredited college in geographic information systems, computer science, engineering technology or related field and three (3) years of experience performing duties of a GIS Technician for a large organization or municipal government that provides experience and knowledge of GIS databases and editing using Esri ArcGIS software; two (2) years of experience in maintaining Esri technology stack, including web application development in ArcGIS Online and thorough knowledge of CAD software as related to municipal infrastructure mapping.
 
Licenses and Certifications: 
Possession of a valid California Driver’s License by time of appointment and a satisfactory driving record.

Physical Demands 
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  This is partially a sedentary office classification, although the job involves occasional field work requiring frequent walking at inspection sites to monitor performance and to identify problems or hazards; standing and walking between work areas may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.   Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Environmental Elements 
Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances but may occasionally work in the field and be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
