ABOUT THE POSITION

San Joaquin County Public Works Department is recruiting for a Geographic Information Systems (GIS) Manager to lead the strategic direction, development, and operations of the Public Works Department GIS program.

This management level opportunity plays a vital role in enhancing infrastructure, supporting critical public services, and empowering data-driven decision-making across the department.

The incumbent will oversee the Department’s geospatial strategy, supervise a team of GIS professionals, and coordinate with internal departments and external agencies to ensure efficient integration of GIS solutions into all aspects of Public Works operations. Responsibilities include program planning, staff development, database design, application management, and evaluating emerging geospatial technologies to optimize service delivery.

This role also includes budget oversight, policy implementation, and representation at regional and statewide GIS forums. The Public Works GIS Manager will serve as the Public Works technical expert, ensuring system security, data accuracy, and compliance with federal, state, and local standards. The ideal candidate will have strong leadership abilities, in-depth experience with ESRI’s ArcGIS platform, and a proven track record of managing large-scale GIS initiatives. Familiarity with the public sector and a passion for innovation, collaboration, and continuous improvement are highly desirable.

This GIS Manager will be a key leader in the Public Works Department, responsible for the strategic direction, development and operation of the department’s GIS program. In this role, the GIS Manager will lead a dedicated team of GIS professionals, drive innovation, ensure customer needs are met, and ensure effective integration of geospatial data and analysis into all departmental operations. 

  • Developing and implementing the Public Works Department GIS strategic plan, aligning with departmental and County-wide goals. 
  • Managing and mentoring a team of GIS analyst and specialists. 
  • Overseeing the design, development, and maintenance of the Department’s geospatial databases and applications. 
  • Providing expert GIS support and consultation to various department divisions and stakeholders. 
  • Evaluating and implementing new GIS technologies and best practices. 
  • Managing the GIS program budget and resources. 
  • Ensuring data accuracy, integrity and security. 
  • Representing the Public Works Department at regional statewide GIS forums and collaborations. 

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university with major course work in geography, geographic information systems, computer science, information systems, economics, engineering, architecture, environmental science, mathematics, business administration, or a related field. 

Experience: Five years of increasingly responsible professional analytical geographic information systems program experience including two years in a supervisory capacity

COMPENSATION AND BENEFITS

Approximate Annual Base Salary: $133,435.12-$162,191.38
