To begin training in creating and editing GIS data within the parcel fabric data model; to review GIS data for accuracy; to review property transaction documents to determine acceptability for filing; to draft and update property tax parcel descriptions, property maps, and GIS data in accordance with information contained in property transaction documents; to provide GIS and software support to end-users within the assessor’s office; to create and maintain data, property tax maps, and business aides to meet assessor’s office needs; to provide property description and map information to the public as requested; and to perform related duties as assigned. (This is the entry-level class in this class series. It differs from Property Description and Geographic Information Systems Technician 2 in that work assignments provide the opportunity to gain through experience the knowledge, skills and abilities required for advancement.)
Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. - Create new data and features and update existing data and features within GIS databases and the parcel fabric data model, check work for completeness and accuracy, and be a steward of the county’s parcel data.
- Provide support to the department, internal and external staff, other agencies, consultants, municipal officials, attorneys, realtors, appraisers and the general public as requested.
- Process a variety of tax parcel divisions, combinations, turn backs, plats, condominiums, and easements and prepare property tax descriptions and update GIS maps and data.
- Review GIS features, data and departmental maps and compare with property transaction documents relating to divisions, combinations, easements and similar transactions that affect the composition of parcels, to determine the accuracy of transaction documents and their acceptability for filing.
- Write property tax parcel descriptions by examining and analyzing legal descriptions appearing on property documents, such as deeds and contracts, in order to describe the location and configuration of property parcels in accordance with a prescribed format suitable for property taxation purposes and meeting cadastral mapping standards.
- Update departmental maps, files and records to reflect changes in property information such as legal descriptions, dimensions, restrictions, delineations, designations, classifications, tax status and ownership.
- Calculate areas and dimensions of real property for valuation purposes.
- Coordinate with the county assessor’s office staff to design, develop, and maintain GIS solutions such as maps, geoprocessing scripts and models, and web apps, to address a variety of business needs.
- Edit data sets in the GIS database as they relate to taxing jurisdictions; research and provide technical advice to GIS on the structure and content of data layers within the GIS database and develop and maintain GIS datasets of valuation neighborhoods.

Minimum QualificationsEducation: Completion of a two-year program in GIS, Geography, Civil Technology, Mapping, Land Surveying, or a closely related area. This program must include at least one course in land surveying, and GIS.
Experience: None.
Preferred: Experience with ESRI parcel fabric data model.
Exam/Screening Process InformationThe examination process will consist of the following section with each section weighted as indicated:
- Training and Experience Rating = 100%
The examination for GIS Technician will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a GIS Technician. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.
E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
