Classification Summary

The Planner & GIS Coordinator is under the general supervision of the Community Development Director to coordinate workload, projects, and daily duties.  This position oversees and prepares a variety of cartographic functions involving computerized management of geographical data, infrastructure plans, databases, and other documents to assist in managing the current and future use of land within the Village of Ruidoso. Primary responsibilities also include the interpretation of a municipality's land-use codes and bylaws, the coordination of enforcement efforts and the promotion of zoning information.  This position works Monday through Friday 8:00am – 5:00 p.m. and is non-exempt for FLSA purposes.    

Job Title Summary
The Planner & GIS Coordinator will be responsible for making maps, customized Geographic Information Systems (GIS) applications and manipulating data to serve a variety of purposes.  They will read and interpret maps, manipulate, and understand digital land data and manage data entered into a GIS database.

Duties and Responsibilities

  • Design or prepare graphic representations of GIS data, using GIS hardware or software applications, according to RUS (Rural Utility Services) standards. 
  • Convert data collected from field operations into GIS database with proper and accurate spatial location. 
  • Interpret aerial photography or imagery.
  • Analyze GIS data to identify spatial relationships and/or display results of analyses, using maps, graphs, or tabular data. 
  • Enter data into GIS databases, using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, or conversion of other sources of digital data. 
  • Maintain or modify existing GIS databases. 
  • Review existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation. 
  • Assure consistency with Village-wide standards and practices for data conversion, data maintenance and upgrades. 
  • Provide technical support within the Village to users regarding the maintenance, development, or operation of GIS databases, equipment, or applications. 
  • Establish and maintain effective working relationships with all organizations needing GIS/ planning support.
  • Give continuing and meticulous attention to detail. 
  • Assumes leadership position on all GIS matters and provides cross-training, education, and outreach to both internal Village staff as well as the public.
  • Review applications for rezoning and issue building construction, change-of-use and conditional-use permits.
  • Interpret Village Code and assist the public navigating the Village Code of Ordinances.
  • Prepare and present staff reports to Planning Commission and Village Council.
  • Assists with implementation, monitoring, and updates to the Village Comprehensive Plan.
  • Assists in updates to Village Code regarding zoning and subdivision regulations.
  • Monitors and stays current with practices and trends for planning and zoning administration.
  • Assists in implementation and maintenance of online permitting software.

Other Responsibilities 

  • Assists with processing building, short-term rental & zoning permits, customers, and answering telephones.
  • Plans, procure, and order equipment for GIS functions.
  • Process requests for the department as needed.
  • Ability to recognize and keep confidential information private about customers and employees
  • Must maintain a high level of computer abilities and keep up with changing technology. 
  • Completes personal timesheet accurately and timely.  
  • Reports any suspected fraud, waste, and/or abuse to the Community Development Director or Village Manager.
  • Attend meetings, trainings, and workshops as needed.
  • Strong reading skills of maps, engineering specifications, and property deeds.
  • And other duties as assigned.
Minimum Qualifications

Minimum Qualifications: 

  • Any equivalent combination of related education and experience of at least 2 years. 
  • One year of experience in GIS database, Mapping, and or Planning

Desired Qualifications: 

  • College degree in Geography, Cartography, GIS, Urban Planning, or closely related field 
  • Ability to collect, analyze and summarize GIS data 
  • Basic knowledge of cartographic design 
  • Ability to collect, analyze and summarize GIS data 
  • Proficient in Microsoft Office software 
  • Good written and oral communication skills 
  • Organization and time management skills

Physical Demands

  • Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, walking, driving, or riding in a car for extended periods of time.
  • Occasional pushing, pulling, lifting and/or moving up to 25 pounds.
  • Occasional bending or squatting required.

Work Environment

  • Work is typically performed in an interior office environment, however occasional field work may be required
  • Noise level could be low to moderate in work environment.
  • Ability to perform duties and adapt to flexible work schedules as established by management.

Travel Requirements

  • Limited travel - ability to travel for activities such as classes, and workshops in and out of the area.
  • Overnight travel as required.
Knowledge, Skills, and Abilities

KNOWLEDGE OF: 

  • Cartographic design, Microsoft Office software
