GENERAL DESCRIPTION:
Our busy office is seeking a dynamic, driven team member to lead information technology (IT) initiatives, Geographic Information Systems (GIS) management, procurement, and inventory oversight. This position plays a critical role in supporting agency-wide project management with a heavy focus on asset management and information technology systems. To be successful, candidates must possess a strong knowledge of Natural Resources as it relates directly to IT and GIS usage and data. As the agency's primary GIS expert, you will manage GIS base layers data, oversee enterprise and GIS licensing, and serve as the main troubleshooting contact for GIS software issues, upgrades, and staff assistance.
A major focus of this position involves procurement and contract management. You will be responsible for drafting and writing Requests for Proposals (RFPs) and Requests for Information (RFIs), which requires a sharp ability to interpret complex technical terms, clearly communicate development needs to vendors, and ultimately ensure that the final product is usable and effective for agency staff. This position reports to the agency IT Manager, you will assist with budget preparation and tracking, provide project management oversight to division staff for software development projects, and manage the purchasing and tracking of all agency assets.
This role is ideal for a highly detail-oriented professional with exceptional written and verbal communication skills who enjoys working with others. You must be able to successfully communicate and translate technical concepts to audiences that may or may not have technical expertise. Additionally, you will ensure agency compliance by understanding the technology standards and reporting requirements for the Environmental Protection Agency (EPA), Office of Surface Mining and Reclamation (OSMRE), and Wyoming Enterprise Technology Services (ETS). In this capacity, you will draft and update agency IT-related policies in alignment with federal and state guidelines and educate staff on these new requirements.
Please note that this position requires both in-state and out-of-state travel.

GIS Expertise
- Serve as the agency’s subject matter expert for Geographic Information Systems (GIS). Currently using ESRI software products.
- Manage GIS base layers data and enterprise licensing.
- Act as the primary contact for GIS software issues, updates, and staff assistance
- Offer training through ESRI online courses.

Procurement & Contract Management
- Draft, write, and manage Requests for Proposals (RFPs) and Requests for Information (RFIs).
- Interpret complex technical terms to clearly communicate development needs to external vendors.
- Ensure final products delivered by vendors are highly functional and user-friendly for agency staff.

IT Support & Project Management
- Provide project management and oversight to division staff for software development projects.
- Assist the agency IT Manager with budget preparation, tracking, and contract management.
- Provide staff support on agency-specific products and applications.

Asset & Inventory Control
- Oversee the purchasing, tracking, and management of all agency IT assets and enterprise licenses.

Policy, Compliance & Education
- Draft and update agency IT-related policies in alignment with state and federal guidelines.
- Ensure compliance with technology standards and reporting requirements for the EPA, OSMRE, and Wyoming ETS.
- Educate and train agency staff on new technical and regulatory requirements.
PREFERENCES:
Preference will be given to those staff with strong and successful experience within IT project management, budget planning, Microsoft products to include SharePoint and an ESRI background.
Technical Knowledge
- Natural Resources IT/GIS: Proven understanding of how IT and GIS usage/data apply directly to natural resource management.
- Compliance Standards: Familiarity with, or ability to quickly learn, technology standards for the Environmental Protection Agency (EPA), Office of Surface Mining and Reclamation (OSMRE), and Wyoming Enterprise Technology Services (ETS).
Core Skills
- Communication: Exceptional verbal and written communication skills. You must be able to successfully translate complex concepts for both technical vendors and non-technical internal staff.
- Attention to Detail: Highly organized with a strong focus on accuracy in procurement, budgeting, and data management.
- Procurement Rules: Solid understanding of formal purchasing processes, including the ability to draft, review, and manage RFPs and RFIs in compliance with official regulations.
- Estimating Software Development Projects: Ability to accurately scope, forecast timelines, and estimate resource needs for agency software initiatives.
- Asset Management: ability to learn tracking, auditing, and managing the lifecycle of agency IT inventory and enterprise software licenses.
- GIS ESRI Suite: Technical proficiency with ESRI software to manage, update, and troubleshoot the agency's primary mapping applications.
- Basic GIS Layers & Support: Ability to maintain base layer data and provide reliable troubleshooting and technical support to GIS users.
- Computer Systems & Database Interactions: A fundamental understanding of how core IT systems operate and how databases interact with agency applications.
- Customer Support: A genuine enjoyment of working with people and a willingness to listen patiently. You must be able to support scientists and specialists who are highly technical in their own fields, but may struggle to explain their IT needs in computer-technical terms, acting as a collaborative translator to solve their problems.
- Microsoft SharePoint & Office Suite: Everyday proficiency in utilizing SharePoint for collaboration and document control, alongside standard Office applications.
- Understanding of Federal & State Laws: Ability to interpret, apply, and align agency IT practices and development with relevant state and federal statutory requirements.
- Records Management & Retention: Ability to learn quickly the data preservation standards to ensure agency records are properly stored, archived, and legally compliant.
