Our client is seeking a strategic, technically driven Lead GIS Specialist & Enterprise Portal Administrator to guide the governance, performance, and ongoing evolution of the enterprise-wide GIS environment. This role plays a key part in ensuring data accuracy, system reliability, and continued innovation within utility operations. You will lead the administration of the enterprise GIS portal, manage advanced utility network configurations, and champion improvements in asset modeling and geospatial analytics.

What You’ll Do
- Develop and execute enterprise GIS strategies aligned with organizational goals.
- Lead the delivery of the GIS program and provide direction to Managed Service Providers.
- Establish and uphold GIS data standards, governance models, and compliance protocols.
- Administer and maintain the ArcGIS Enterprise portal, including access management and security.
- Configure and manage complex utility network topology, rules, and trace workflows.
- Drive enhancements in network analysis, utility asset modeling, and system utilization.
- Oversee the lifecycle of GIS applications and integrations across enterprise platforms.
- Design, maintain, and optimize custom GIS tools and applications.
- Ensure data quality, integrity, and alignment with regulatory and operational requirements.
- Support geospatial analytics, automation initiatives, and system performance optimization.
What You Bring
- Bachelor’s degree in GIS, Geography, Computer Science, IT, or a related discipline.
- 5–7 years of experience with GIS operations and Utility Network management.
- Strong understanding of GIS principles, utility network analysis, and enterprise governance.
- Proficiency with ArcGIS, QGIS, and related geospatial tools; ArcGIS Enterprise experience required.
- Strong project management, communication, and leadership capabilities.
- Experience with Python, JavaScript, SQL, or similar programming languages is a plus.
- Familiarity with cloud-based GIS solutions and enterprise integrations.
