Position Overview

We are seeking an experienced and innovative GIS Analyst II to lead development, governance, and advancement of enterprise geospatial systems. This role plays a critical part in maintaining authoritative spatial data, supporting public safety and operational systems, and delivering high-quality geospatial analysis and visualizations that inform decision-making across the organization.

Examples of Duties
  • Lead the development, maintenance, and governance of enterprise geodatabases, spatial datasets, attribute rules, topologies, and data relationships in accordance with organizational and regulatory standards.
  • Create, edit, validate, and deploy authoritative geospatial layers (e.g., street centerlines, address points, emergency service zones, and infrastructure assets) across enterprise systems.
  • Coordinate and maintain synchronization of 9-1-1 addressing data with ALI, MSAG, ESN, and related public safety systems.
  • Integrate GPS and field-collected data, manage versioning workflows, and perform rigorous quality control to ensure data accuracy and integrity.
  • Perform advanced spatial analysis and produce high-quality maps, dashboards, and geospatial visualizations to support operational and strategic decision-making.
  • Develop and maintain geoprocessing models, automation scripts, and tools using Python, ArcPy, ModelBuilder, and related technologies to improve efficiency and reduce manual processes.
  • Research, evaluate, and implement emerging GIS technologies and industry best practices; lead pilot projects and recommend system enhancements.
  • Provide high-level GIS technical support and consultation, troubleshoot complex issues, and communicate resolutions to internal stakeholders.
  • Lead small- to mid-size GIS projects, mentor junior GIS staff, and serve as a subject-matter expert for geospatial technologies and workflows.
  • Develop and maintain GIS documentation, standards, and training materials; deliver user training and promote consistent, compliant GIS practices across the organization.
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in Geography, GIS or Planning and two (2) years of experience that demonstrates the ability to perform the duties of this position to include being familiar with multi-versioned geodatabases and the suite of ArcGIS server and desktop products; or an equivalent combination of education and experience. 
Knowledge, Skills and Abilities
  • Knowledge of methods and techniques used to create, edit, maintain, and analyze GIS data.
  • Knowledge of GIS toolsets, file formats, map projections, and digital compilation techniques.
  • Knowledge of the principles, standards, and technologies related to base mapping, cadastral mapping, and geographic information systems.
  • Knowledge of effective collaboration and communication practices used to exchange information and respond to inquiries from managers, clients, customers, and the general public.
  • Ability to assist with the configuration, implementation, and support of GIS-centric systems, including damage assessment, disaster recovery, and emergency dispatch–related applications.
  • Ability to independently organize, analyze, interpret, and resolve GIS-related issues.
  • Ability to read, analyze, and interpret business publications, professional journals, manuals, technical procedures, and governmental regulations.
  • Ability to work collaboratively with staff and prepare clear reports, technical summaries, memoranda, and procedural documentation.
  • Ability to communicate technical information to non-technical audiences, maintain effective working relationships across departments, and compile and present statistical data in a clear, organized format for the intended audience.
