Pay

This position is an exempt position at pay grade 207.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

To act as the custodian, steward and advocate of the City’s Geographic Information Systems. Works independently and under the supervision of GIS management to administer Enterprise GIS systems. Provide GIS solutions that include data creation, data analysis, web application development, and software support, for systems such as Enterprise Geodatabase (GDB) and ArcGIS to fulfill citywide GIS need as they arise.

Responsibilities

  • Administer ESRI GIS enterprise database software under the direction of GIS management. Requires extensive knowledge of the geodatabase (GDB) structure and its components: Feature Datasets, Geometric Network Datasets, Utility Network Datasets, Feature Classes, Versioning, Archiving, GDB Compression, GDB Indexing, Coded Domains and Subtypes.
  • Requires extensive knowledge of ArcGIS Administrator (License Manager).
  • Requires general knowledge of Oracle SQL Developer to create and manage users.
  • Manage and document schedule for regular maintenance tasks: GDB Compression, GDB Indexing, Upgrades, Updates and Patches.
  • Maintain a record of software End of Life, End of Service, Upgrades and environmental dependencies.
  • Administer ESRIGIS enterprise web server software under the direction of GIS management. Requires extensive knowledge of ArcGIS Server Endpoints and Portal for ArcGIS Endpoints. Requires extensive knowledge of the ArcGIS Desktop, Server, Portal and Online environments and their relationships.
  • Requires extensive knowledge of publishing and organizing services for Portal and ArcGIS Online to be consumed on PC and Mobile devices. Must be familiar with Starting, Stopping and Restarting services.
  • Create, document, and maintain repeatable build processes for all web applications. Maintain a record of software End of Life, End of Service and environmental dependencies.
  • Utilizes knowledge and existing tools/data to create and analyze data to provide solutions for all city departments in response to departmental requests.
  • Utilizes a combination of conventional geoprocessing techniques, ArcGIS Model Builder, ArcPy and Python API to automate repeatable GIS dataset builds for use in various departmental systems.
  • Work as part of a team to provide deliverables on projects.
  • Works with all GIS departmental users to determine issues and provide support as required (including installing software).
  • Ensures service desk requests are consistently and effectively resolved and documented.
  • Add/update new data to GIS.
  • Requires extensive knowledge of creating and editing features in ArcMap and ArcGIS Pro.
  • Requires familiarity with COGO toolbar for parcel creation and plat / deed interpretation.
  • May be asked to perform other duties as assigned.

Qualifications

  • Requires 2-year GIS Degree plus 3 years of GIS Analyst or Developer experience or 4-year GIS Degree plus one year experience.
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
