The City
Torrance California, the eighth largest city in Los Angeles County, is a vibrant coastal city situated in the South Bay region of Southern California. With nearly 150,000 residents and a peak daytime population that grows to 250,000 or more, Torrance spans an area of almost 22 square miles, including a picturesque mile of beach. Torrance features world-class medical and research facilities, vibrant shopping, four-star dining, as well as an intricate mix of burgeoning industrial and commercial facilities. Torrance is one of the few cities in the South Bay to feature its own municipal airport and support facilities. It is also considered to be a "headquarters" city, with major corporations such as Sunrider International, Alpinestars USA, Health-Ade Kombucha, Pelican Products, L3 Harris Technologies, RapiScan Systems, American Honda Motor Company, and Robinson Helicopter Company all calling Torrance home.

The Department

The Information Technology Department is responsible for the administration of the City's information and communications systems and infrastructure. Services include the planning, procurement, delivery, maintenance and training which support the business functions of City departments through technology. The Information Technology department's responsibilities include: Computer hardware systems, Data and telecomm infrastructure, Data management, Information security, Radio and wireless communications, Software and applications, and Telephone and voice systems. 

The Position
The City of Torrance is seeking a dynamic and experienced leader for the newly created position of Information Technology Manager - Geographic Information Systems (GIS). This is an exciting opportunity for a visionary GIS professional to help shape the future of the City’s GIS program. The Information Technology Manager – GIS will provide strategic leadership, establish the foundation for a modern, enterprise GIS program, and play a key role in building the division’s structure, standards, and culture. This pivotal role offers a unique platform to influence citywide decision-making and leave a lasting impact by designing and growing a high-value GIS program that serves the entire organization.

The Information Technology Manager - GIS plans, organizes, and manages the activities of the Geographic Information Systems (GIS) Division, overseeing the planning, development, implementation, integration, and support of the City’s GIS program, including enterprise systems, geospatial data, and location intelligence services. 

Key Responsibilities:

  • Strategic Leadership: Develop strategic plans, roadmaps, and priorities for the City’s GIS program.
  • Project Management: Lead and manage complex GIS projects, including requirements gathering, design, implementation, and deployment.
  • Enterprise Administration: Oversee the administration of the Esri Enterprise environment, including ArcGIS Pro, ArcGIS Enterprise with Portal, ArcGIS Online, and related applications.
  • GIS Governance & Standards: Establish and enforce GIS policies, standards, best practices, and change management processes.
  • Geospatial Data Management: Direct the management, integration, quality, and security of spatial databases and GIS data warehouses.
  • Programming & Automation Management: Guide GIS programming and automation efforts using Python, SQL, JavaScript, and related technologies.
  • Consultation & Advisory Services: Act as an internal consultant to City departments, providing expert guidance to maximize the value of GIS technologies for operational efficiency, analysis, and informed decision-making.
  • Staff Leadership & Development: Manage GIS technical staff and provide day-to-day leadership to ensure a high-performance, customer-focused work environment.
  • Training & Outreach: Promote GIS adoption through developing and delivering training, publications, and presentations across the City.

Monthly Salary Range 
$12,055 (Minimum) - $15,978 (Reference) - $18,374 (Maximum)
Appointments are typically made between the minimum and reference point, depending on qualifications.

QUALIFICATION GUIDELINES

Education and Experience

Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the knowledge and skills would be:
 
Graduation from an accredited college or university with a bachelor’s degree in Geography, Computer Science, Information Technology, or a related field and seven (7) years of progressively responsible GIS administration, program management, database administration, and application development experience in a government or business environment, including three (3) years of supervisory and project management experience; or an equivalent combination of training and experience.


License and Certificates

Must possess and maintain a valid California Class C driver’s license.

Certifications in GIS (Esri Enterprise Administration, ArcGIS Pro Professional, Spatial Data Infrastructure), database administration, project management, or programming technologies (e.g., Python, JavaScript) are highly desired.

 

Successful candidates will possess the following:

  • Demonstrated experience leading, managing, and growing an enterprise GIS program, including strategic planning, governance, and service delivery.
  • Strategic mindset with the ability to provide vision, anticipate future GIS needs, and drive innovation to maximize organizational value.
  • Proven ability to supervise, mentor, and develop technical staff while fostering a collaborative, high-performance work environment.
  • Extensive hands-on experience with Esri technologies, including ArcGIS Pro, ArcGIS Enterprise, Portal, and ArcGIS Online.
  • Application development & integration experience, specifically in overseeing or developing custom GIS applications, dashboards, web services, and integrations with enterprise systems.
  • Proven experience in IT management, with a strong focus on project management and database administration.
  • Previous experience working in a municipal, government, or large enterprise environment.
  • Excellent leadership and interpersonal skills.
  • Strong problem-solving abilities and a customer-centric approach to service delivery.
  • Familiarity with emerging technologies and trends in IT management.

Only those candidates who best meet the City and Department's needs will be invited to participate in the examination process, which will consist of the following components:


Panel Interview: Weighted 100% (Tentatively scheduled on January 22, 2026.)
Department Interview: (Tentatively scheduled for the week of February 9, 2026.)

The tentative test dates will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date.
