GIS/CAD Specialist 1*

This is entry level professional geographic information systems/computer aided design (GIS/CAD) work performed in the office or field to aid in the Division’s overall data management and maintenance processes or specific projects including the City’s sanitary and storm sewer systems, asset management, CAD/BIM workflows, and operations/maintenance projects. Assignments are received from the Engineering Technology Manager or higher-level Specialists who will set up the project, define the scope of the project, review the work in progress and upon completion and certify the results. The work is characterized by the application of geospatial theories and practices and the attainment of the procedural knowledge through on-the-job training and expertise.

This progression series is structured to provide advancement from GIS Specialist 1 to GIS Specialist 2 and GIS Specialist 2 to GIS Specialist 3, as a function of the employee's career development and generally occurs after two years at each level. Progression to a GIS Specialist 4 is not automatic, but rather is dependent upon the employee taking on additional duties and responsibilities as well as the needs of the department and is generally accomplished through competition or a position study.

Examples of Duties and Responsibilities
Update, maintain and quality control (QC) the Division’s GIS/CAD databases

  • Update various GIS attributes from field data or plan specifications
  • Input designer’s storm/sanitary as-design CAD files into the GIS system using FME
  • Update private storm/sanitary from developer’s CAD submittals
  • Run monthly storm water billing process for Land Information section
  • Add new geometry/attributes to existing GIS databases from various data sources
  • QC existing data using orthophotography, LiDAR, survey or other source data
  • Modify existing scripts and run queries for existing workflows
  • Run reports and fulfill basic data/map requests
  • Perform simple GIS queries and report back to management
  • Create simple reports from GIS queries
  • Fulfill map and data requests for internal and external customers using GIS software and queries
  • Create PDFs of maps and reports 
  • Set up projects in Autodesk Construction Cloud
  • Other assigned duties 
  • Perform field collection and verification work to maintain GIS database integrity
  • Perform basic office functions, such as scanning large maps, printing plots, etc.
  • Update process documentation as needed
  • Install and maintain CAD/GIS software
  • Perform other related work as assigned.

Minimum Qualifications

Bachelor's degree in geography or GIS.
-OR-
Bachelor's degree in planning, engineering or a closed related field, which includes the completion of GIS coursework.

If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

  • Two (2) years of experience in applying the following:
  • Principles, theories, and practices of GIS/CAD as they relate to the department’s overall goals. 
  • Computer software applicable to the duties of the position. 

Familiarity with the following:

  • Project management techniques, practices, and principles.
  • General principles of how databases (RDMS) work including joins and relates. 
  • How scripts and programming work, and the ability to run them inside software packages.

Physical Requirements

  • Ability to stand or sit at computer workstation and desk for long hours
  • Ability to access and observe field locations
  • Ability to use standard office equipment, including computer, phone, copier, etc.
  • Depending on projects assigned, there may be some field visits that would include walking over grassy, steep, uneven and muddy terrain.

* The payroll title is GIS Specialist 1.
