The North Carolina Department of Administration is seeking applicants for a Administrative Specialist II (GIS Technician) for our State Property Office. In accordance with General Statutes §143-341 and 146, the Division of State Property is the administering agency in state government for the acquisition and disposition of all real property or any interest therein by deed, lease, and easement, on behalf of State agencies. It is responsible for administering the allocation and reallocation of land, buildings or space in buildings by and between agencies, institutions or departments of the State. It is responsible for compiling and maintaining an accurate inventory of State lands and buildings including management of the State's submerged lands. The State Property Office also assists agencies with planning, development and managing of property that is under their control.

 In addition, Session Law 2016-119 (SB 747) requires the State Property Office to develop a comprehensive Real Property Management Information System to monitor and assess operating costs, facilities condition data, agency master plans and space utilization for all of State Government.

Job duties include:

  • This is a GIS Technician (Administrative Specialist II) professional position assigned to the State Property Office Facilities Information Section.
  • Responsible for the development and maintenance of spatially enabled datasets/applications using ArcGIS products, industry standards and practices and related technology.
  • Provide training and technical support to the staff and customers of the various applications/information systems utilized in the office (including Geographic Information Systems).
  • Provide backup support for the Facilities Information Section Manager. 
  • Perform other related duties as required. 

Division/ Department Overview
The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved. The agency’s mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Knowledge, Skills and Abilities / Competencies

  • Demonstrated ability to manage GIS projects. 
  • Demonstrated ability to integrate and coordinate GIS principles to develop GIS products and services. 
  • Demonstrated ability to work with customers to gain an understanding of problems/issues to assist FIS Manager in formulating and developing GIS solutions.
  • Interact effectively with peers and customers through written and verbal methods, including the construction of technical documents.

MANAGEMENT PREFERENCES:

  • Applicants with an advanced understanding of GIS principles and concepts
  • Applicants with an advanced understanding of ESRI ARCGIS products including, ARCGIS online, ARCGIS Desktop Suite (ArcGIS Pro or ArcMap)
  • Applicants with an understanding of relational and/or spatial database concepts to include geodatabases and/or Microsoft SQL, Oracle or PostgreSQL.

Minimum Education and Experience Requirements

  • Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.   • High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.
