Performs intermediate skilled technical work maintaining City base maps, preparing maps from geographic data for City and public users, converting geographic information to digital data, maintaining records and files, and related work as apparent or assigned. Work is performed under the limited supervision of the GIS Manager.
Essential Functions- Collects data in the field using GPS units and other hardware including survey-grade GPS hardware.
- Preforms on-going data maintenance to the City's geospatial datasets on the City's enterprise geodatabases; updates, creates, manipulates, and edits spatial data for the City's utility infrastructure geographic information systems (GIS) datasets.
- Evaluates residential, commercial, and industrial building plans with regard to service characteristics and location of service entrance equipment for electric, natural gas, and water and sewer service.
- Prepares and produces maps, map books, map layouts, and other GIS products displaying layers and attribute data’ uses cartographic techniques to represent spatial data; generates reports and extracts tabular data from the GIS database.
- Preforms basic spatial analyses including buffering and zone consolidation.
- Interprets plans and georeferences; digitizes plans and map to extract to spatial data.
- Provides utility location and other data to surveyors, architects, engineers, developers, contractors, owners, community groups, and interested parties.
- Assists in resolving and troubleshooting basic GIS related problems; maintains computer hardware and accessories; provides basic GIS software support and training for personnel.
- Uses plotter and scanner to make copies of plans and maps; scans plans and maps; prints out large format plans and maps.
Associates/Technical degree with coursework in GIS, geography, computer science, or related field and moderate experience in cadastral mapping, surveying, the use of GIS, or equivalent combination of education and experience. Valid driver's license in the State of North Carolina.
General knowledge in operating tabular and graphic display and output devices associated with GIS and other land information systems; general knowledge of manual and digital cartographic techniques and standards and traditional map production processes; ability to comprehend technical specifications for computer-aided/automated database and cartographic products; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with engineers, contractors, surveyors, outside agencies, associates, and the general public.
