Position Objective:
Under general supervision of the Senior Engineering Technician, and in coordination with LOGIS GIS, performs work in the development and maintenance of geographic and related information for all municipal departments. Provides basic technical support for other staff regarding Geographic Information Systems (GIS) and related hardware and software operations.
The work involves the use of Autodesk and ESRI products; updating City maps, survey and set out; responding to customer inquiries; and may involve work relating to construction projects.
Essential Duties and Responsibilities:
• Creates, updates, and maintains GIS/CAD databases, drawings, and mapping systems for utilities, facilities, and municipal infrastructure.
• Integrates survey data, GPS data, consultant/developer submittals, and other datasets into GIS/CAD systems.
• Conducts reviews of historic record plans and incorporates data into GIS databases.
• Produces maps, reports, spreadsheets, and system documentation from GIS and municipal infrastructure databases.
• Maintains drawing and document filing systems and reproduces drawings using printers and plotters.
• Performs GPS and field data collection, including utility locates and basic surveying tasks; converts field and survey data into GIS/CAD drawings.
• Develops and maintains applications to support GPS data collection.
• Assists with GIS/CAD software maintenance, purchasing recommendations, and the development and upkeep of GIS/CAD standards.
• Provides technical support, research, and assistance associated with all City departments.
• Performs other related duties as assigned or apparent.
Required Knowledge, Skills, and Abilities:
• Positive attitude and willingness to assist wherever needed.
• Ability to keep clear, concise, and organized notes documenting daily activities for construction records.
• Strong verbal and written communication skills, including respectful communication with the public.
• Willingness to ask questions when expectations or tasks are unclear.
• Ability to learn, understand, and apply construction standards and specifications in the field.
• Ability to read and interpret engineering plans.
• Ability to work independently on moderately complex assignments with limited supervision.
• Ability to perform fieldwork on uneven terrain.
Minimum Qualifications:
• Completion of at least 30 college credits in GIS, geography, urban planning, information technology, civil engineering technology, or a related field.
• Proficiency with MS Office, AutoCAD, ArcGIS, and GPS data collectors.
• Demonstrated effective oral and written communication skills.
• Valid, unrestricted Minnesota driver’s license.
Preferred Training and Experience:
• Bachelor’s degree or equivalent related coursework.
• Two years of previous GIS experience.
• Experience locating utility infrastructure.
• Ability to read and interpret contract documents, technical memos, legal descriptions, deeds, easements, reports, and correspondence.
