Job Description:

The Nebraska Public Service Commission seeks detail-oriented individual to develop, manage, and utilize geographical information systems (GIS) databases and non-spatial databases to provide support for the Commission’s telecommunications activities.



Salary: $58,136.99 to $61,043.84, per year, commensurate with experience.


 

Job Duties:

  • Create and maintain GIS databases, non-spatial databases and a wide variety of work products within the context of Commission directives.
  • Compile, qualitatively/quantitatively analyze and refine geographic data from a variety of sources including the public domain, satellite imagery, aerial photographs, and existing maps.
  • Develop positive working relationships with state, municipal and federal agencies; service providers; vendors; constituents; elected officials; and Commission staff.
  • Manage individual project tasks related to GIS database and non-spatial database design and management including: drawing maps using automated drafting software with annotated sources and quality of information layers; producing detailed, high-quality cartographic products and accompanying reports in accordance with technical guidelines; and performing regular quality control/quality assurance checks of data.
  • Create and publicly present reports on various telecommunications issues.
  • Prepare information in response to requests for data.
  • Support and develop, as necessary, existing online mapping resources, including the PSC-maintained Nebraska Broadband and Universal Service Fund Mapping Site (https://broadbandmap.nebraska.gov).

 

Requirements / Qualifications

Minimum Qualifications: Associate’s Degree in geographical information systems (GIS), geography, information technology, data networking, communications, or related field, plus two years of successful work experience. May substitute experience for the education on a year for year basis. Knowledge of ESRI software and Microsoft Office. In-state, overnight travel may be required. Valid Nebraska driver’s license at time of employment and successful completion of the State of Nebraska defensive driving program.

 

Preferred Qualifications: Bachelor’s degree in geographical information systems (GIS), geography, information technology, data networking, communications, or related field, plus two years of successful work experience. Experience making presentations in a public setting. Experience with U.S. Census Data and the Public Land Survey System (PLSS).

 

Knowledge, Skills and Abilities:

Ability to: Gather and interpret basic GIS information from various sources (maps, graphs, surveys, photos, etc.); apply basic automated methods for geospatial data input processing and analysis; work in a collaborative team environment; and communicate with individuals and groups both orally and in writing. Individual should have the ability to work independently without supervision.
