Job Description:
JOB SUMMARY
-
The GIS Technician will use GIS software to edit spatial data while producing maps, graphs and reports as required by County GIS users. They will be participating in data editing workflows by reviewing source documents such as recorded surveys and deeds, determining necessary map updates, and then performing the data edits and posting the results to an authoritative database.

The GIS Technician will need to understand the GIS layers they are editing and the actual information being represented in each of these datasets. Knowledge and experience with interpreting and editing cadastral data is an asset. They should have a working understanding of cartographic and data administration principles. They should be able to create custom GIS data and map products and communicate results to all affected parties.

The GIS Technician should be able to work independently and apply knowledge and skills to create quality results which are both precise and accurate. They should also be able to communicate effectively with other County staff and public customers to determine their needs and be able to provide the appropriate GIS product and/or solution.
REPORTING RELATIONSHIPS

This position does not have supervisory responsibility.

This position is supervised by the GIS Manager.
ESSENTIAL JOB FUNCTIONS

Perform GIS data editing tasks by participating in designed, editing workflows and meet required deadlines.

Use GIS and other software applications to create maps, graphs and reports which support the business needs of all customers.

Will work closely with the Property Assessment Office updating maps, ownership, site addresses, acreages, and Act 319 information. Will also provide support during property assessment appeals and countywide reassessments.

Support municipalities by updating site addresses and enacting subdivisions upon request.

Be familiar with laws and regulations to accurately convey information to the public.

Interact with the county’s internal and external customer base to provide the most appropriate GIS products.
MINIMUM QUALIFICATIONS
-
Completion of a Bachelors Degree with a major in Geography, Geographic Information Systems (GIS), Environmental Sciences, Urban/Regional Planning, or Computer Science and/or a minimum of one year experience in related field is required.
KNOWLEDGE, SKILLS AND ABILITIES

Demonstrates a capability using a wide variety of GIS software tools, primarily ArcPro.

Demonstrates an ability to edit using environment settings, topology tools, and COGO tools.

Demonstrates an ability to query and display vector, raster, imagery and terrain datasets.

Demonstrates skills and experience with cartographic design.

Able to work with established workflows and manage multiple tasks.

Able to work with Microsoft products and custom applications.

Possess strong verbal and written communication skills.

Candidate must pass a criminal background check.

Work is primarily sedentary in nature, no special demands are required.

Handles highly confidential information/material, with the ability to work under privacy guidelines including the County Information Security Policy, HIPAA, and CJIS.
