Description

Position Overview

This position will require knowledge of the Town’s water, wastewater, and stormwater systems. The GIS/Utilities Technician serves as a primary point of contact in the field to collect Global Positioning System (GPS) data, aiding in the improvement of utility location information and asset attributes. Responsible for uploading account water metering data to the Advanced Metering Infrastructure (AMI) platform and identifying and reporting system failures to management staff.  

Essential Functions

The following duties are considered essential and are fundamental to the successful performance of this position:

  • Collects infrastructure data using GPS equipment and software, and communicates details to assist in the development and maintenance of ArcGIS field maps and Water Distribution hydraulic modeling systems. 
  • Collects infrastructure data during new construction and utility repair projects. 
  • Responds to Miss Utility requests and reports locate details.  
  • Responsible for locating Town-owned underground water and wastewater utility lines, mains, and components in roadways, utility easements, and other rights of way. 
  • References utility layout maps and operate various types of locating and marking equipment to detect underground assets. 
  • Ensures utility locate marks reflect appropriate color-code regulations.  
  • Responsible for ensuring accurate data input of on-site activation for all new water meter installations.  
  • Reviews AMI and ArcGIS field map systems to ensure accuracy and communicates system troubleshooting and development needs.  

Other Duties and Responsibilities

The following duties are considered secondary to the position’s core functions but are necessary to support departmental and Town-wide objectives:

  • Uploads customer account database updates into AMI system in a timely and proficient manner. 
  • Maintains accurate work order records within Asset Management System as related to the GPS activities. 
  • Maintains water meter customer database and communicates when site investigation and/or unit replacement needs are identified. Shares and explains GPS equipment and software data with other departments.
  • Available for call-outs on Town emergencies.

 

Requirements

Qualifications & Competencies

Education & Experience

  • High school diploma or equivalent

The preferred candidate will have:

  • Minimum of one year of experience using Microsoft Office and database management
  • Proficiency with ArcGIS Pro and ArcGIS Online; experience editing geodatabases, performing basic spatial analysis, and producing publication-quality maps.
  • Experience with GPS/GNSS field data collection and data QA/QC.

Licenses & Certifications

  • Valid Maryland Driver’s license

 

Salary Description
Starting range $25.70 - $29.55/hour
