Reporting to the GIS Manager, The GIS Technician manages, analyzes, and visualizes spatial data using GIS software to support the Planning Division and other city departments. This position plays a key role in maintaining, editing, and managing geospatial data that supports zoning, subdivision, annexation, and development-related activities across the City of Midland.
The ideal candidate will have foundational knowledge or experience in GIS, including proficiency in ArcGIS Pro, and the ability to interpret legal descriptions, subdivision plats, and zoning ordinances. The role requires strong attention to detail, analytical thinking, and effective communication, as the GIS Technician will collaborate with a variety of stakeholders to deliver accurate data, spatial analysis, and mapping products that inform decision-making and enhance public transparency.

•Maintain and update parcel boundaries, zoning districts, and subdivision layers within the city’s GIS database, ensuring accuracy and consistency with recorded plats and legal documents.
•Research and interpret property deeds, annexation documents, and planning ordinances to accurately update spatial datasets.
•Support Planning staff by preparing and maintaining GIS data layers for zoning changes, annexations, specific use permits, variances, exceptions, and land-use amendments.
•Perform parcel splits, adjustments, and realignments based on metes and bounds descriptions and recorded plats.
•Edit and maintain related GIS layers, including lots, blocks, easements, dedications, vacations, drainage basins, streets, and addressing points.
•Create maps, reports, and graphics for planning commission meetings, public hearings, and internal documentation.
•Conduct spatial analyses to identify trends, patterns, and relationships that support urban planning and zoning decisions.
•Perform quality control checks to ensure data accuracy, integrity, and compliance with established standards.
•Convert and integrate data from various sources (surveys, field data, legal descriptions) into the GIS database.
•Provide technical assistance to city staff and the public, including support for plot plans, zoning verification, and planning-related GIS inquiries.
•Serve as a liaison to the Planning Division and coordinate with Engineering, Utilities, and Development Services to ensure data consistency across departments.
•Collaborate with the GIS team to enhance workflows, data standards, and process automation.
•Ability to sit, stand, or walk for extended periods and occasionally lift objects up to 50 lbs.
•May require site visits to verify locations and data accuracy.
•Ability to operate standard office and computer equipment.
Knowledge, Abilities, and Skills
- Proficiency in ESRI GIS software and tools, including ArcGIS Pro, ArcMap, and/or other GIS software.
- Knowledge of geospatial analysis, mapping techniques, and cartography.
- Experience working with spatial data, including data entry, analysis, and visualization.
- Attention to detail and ability to manage multiple tasks simultaneously.

Minimum Education, Experience, and Certification
- Bachelor's degree in GIS, geography, related field, or equivalent experience. Four years of experience may be substituted for the bachelor’s degree requirement.
- Esri/GIS certifications are a plus.
- Valid Texas Driver’s License.
