GENERAL DEFINITION AND CONDITIONS OF WORK

Perform intermediate technical skilled work involving a variety of tasks related to the Energy Services Geographical Information System (GIS); does related work as required. Work is performed under the moderate supervision of the Geospatial Information Systems (GIS) Supervisor.

 

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, use of measuring devices, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Digitizing, editing, reviewing, maintaining and producing maps in the geographic based information system; maintaining databases, entering data into computer system and maintaining detailed files, records and maps. 

Creates, edits, reviews and maintains data in the GIS. 

Prepares printed maps as needed with the required data. Understands and interprets design drawings, property plats, maps, and other related information as necessary to post data in the GIS system. 

Extracts and provides attribute information from GIS data for required internal, state and federal reports. 

Maintains all GIS software products along with Outage Management, Locate and Inspection software. 

Assist with monitoring performance of Outage Management System during system outages. 

Updates and maintains a geospatial electric model to provide connectivity for the Outage Management software.

Follows quality assurance and quality control processes, and performs routine data management tasks. 

Responds to requests for assistance, data, or maps from the electric and natural gas divisions, outside agencies, and the general public. 

Assist Energy Services staff on GIS software and other related applications. 

Performs related tasks as required

KNOWLEDGE, SKILLS AND ABILITIES

General knowledge of automated mapping and information, ability to digitize data and update attributes in a versioned database using mappings and informational software; general knowledge of map making and cartography procedures and techniques; general knowledge of geoprocessing tool practices to obtain information from GIS data; knowledge of the fundamentals of GPS receivers and skill in their use for data collection; ability to train employees in the operation of computer graphics hardware and software; proficiency with Microsoft Office Suite; strong computer skills; ability to understand and work from oral and written instructions, field notes, and sketches; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with associates and the general public.

 

EDUCATION AND EXPERIENCE:

Any combination of education equivalent to graduation from an accredited technical school or community college with major course work in GIS, geography, surveying, engineering, information technology, or computer science and a minimum of 1 year related experience with GIS.

SPECIAL REQUIREMENTS

Possession of an appropriate driver's license valid in the State of North Carolina.
