Performs paraprofessional and technical work to support the Geographic Information Systems (GIS) for the Planning department and the Town of Huntersville. This position is responsible for developing and editing GIS datasets, providing GIS queries, data summaries, maps, data maintenance, and assisting with research related to the development and maintenance of the Town's GIS. Work is performed under the moderate supervision of the GIS Coordinator.
Essential Duties of the PositionThe following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.
- Enters and maintains geographic datasets of Town’s assets.
- Prepares data and information for distribution to all departments, outside agencies, the general public, and others.
- Prepares maps, data, and graphics necessary for decisions by management or boards regarding land use, zoning, housing, transportation, open space and environmental impact.
- Assists with updating, creating and/or correcting mapping data, data layers, data sets, and database tables and maintains quality control procedures on data for accuracy by editing data layers.
- Generates maps for transportation and development projects and other special projects, including interactive maps and 3D development analyses.
- Generates project tracking information and provides technical support and recommendations for internet mapping solutions.
- May perform simple programming for data creation, analysis, conversion and transfer, graphic production, and project reporting.
- Assists in maintaining web-based GIS databases and applications.
- Assists with public outreach and information access via updating websites with project development maps and related information and responding to public requests for information.
- Creates public hearing/notice signage.
- Performs other duties as assigned.
Knowledge and skill in operating tabular and graphic display and output devices associated with geographic information systems and other land information systems; skill in manual and digital cartographic techniques and standards and traditional map production processes; knowledge of the Town's zoning, land use, and other ordinances and codes; knowledge of the principles and practices of community and economic development and public sector planning; knowledge of the environmental and socioeconomic implications of the planning process; skill in the collection, analysis, and presentation of technical data and planning recommendations; skill in conflict resolution, meeting facilitation, and public presentations; ability to enforce codes with firmness and tact; prepare comprehensive reports and studies; ability to express ideas effectively both verbally and in writing and to establish and maintain effective working relationships with community groups, federal, state, regional, Town officials, and the general public; knowledge of software including ArcGIS (Desktop, Pro, Online, Apps, Enterprise) and ESRI Story Maps, and familiarity with Python or other GIS Programming Skills and CommunityViz.
Associate’s degree in GIS, geography, or geospatial science with coursework in planning, or related field, and at least two years of experience. Or a combination of training and experience that provides the required knowledge, abilities, and skills to complete the essential functions and job responsibilities of this position.
Possession of an appropriate driver's license valid in the State of North Carolina.
This position’s physical requirements involve medium work exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities may be required: fingering, handling, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, visual acuity, and/or walking.
Work occasionally requires exposure to outdoor weather conditions; work is generally in a moderate noisy location (i.e., office).
