Under general supervision, performs technical work in the recording of land parcels and the preparation and maintenance of land maps and related records of ownership for the Department. Work involves updating and researching ownership records and updating property lines in the Geographic Information System (GIS) and Computer Assisted Mass Appraisal (CAMA) program. Work also involves researching documents and utilizing computerized data entry equipment and various mapping, indexing, and custom-designed programs to record land parcels, create maps, and prepare and maintain land records to reflect changes on property maps and in ownership. Employee is also responsible for providing customer service assistance and copying maps for the general public and County personnel as needed to locate real estate and property; and pro-rating taxes for attorneys and staff. Reports to the GIS/Land Records Manager.
Duties and Responsibilities or Knowledge, Skills, AbilitiesUtilizes CAMA and GIS software to enter, update, store and/or retrieve information to create and maintain land maps and records; maintains property identification data, editing and updating as necessary, and digitizing land-parcel splits for entry in the Geographic Information System records; contacts lawyers or other persons involved, researches deeds, wills, survey maps, and other records to verify or clarify information, as necessary.
Maps new parcel splits in ParcelSync and updates other land records data accordingly in NCPTS CAMA program.
Provides general and technical assistance to the public, other departments and agencies and Department staff as needed in areas of real estate, property location and producing hard copies of maps; retrieves subdivision information for Department personnel; prepares and plots composite digital G.I.S. maps for customers.

Associate’s degree in geographic information systems, geography, computer science, paralegal technology or related field and 1 year of GIS, land records, or paralegal experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Special RequirementsPossession of a valid driver's license issued by the State of North Carolina and an acceptable driving record.
The employee must: 1) attain the North Carolina Property Mappers Association (NCPMA) Mapper designation within two years of employment; 2) attain certification as a State Certified Mapper through the Department of Secretary of State, Land Records Division within two years of employment; and 3) pass the University of North Carolina School of Government’s Property Tax Listing and Assessing course within two years of employment.
