Position Summary

This is a full-time position that will support the Flagler County Board of County Commissioners’ Geographic Information Systems (GIS) division of Innovation Technology. Work will generally involve collecting, maintaining, improving, and organizing GIS data for Enhanced 911 (E-911) functions, building and maintaining GIS applications, and acting as E-911 GIS liaison to citizens, County staff, and other stakeholders. 


Essential Functions

  • Perform quality assurance and control on GIS data, especially for public safety and Computer Aided Dispatch (CAD).
  • Communicate closely with external stakeholders, such as local citizens, land developers, municipalities in and surrounding Flagler County, state and regional governments, contractors, and other entities, to share, collect, verify, store, organize, and otherwise manage spatial data.
  • Create digital and paper maps that clearly communicate their intended purpose.
  • Create and maintain easy-to-use and easy-to-support web applications. 
  • Maintain E-911 standards for GIS data using guidelines from the National Emergency Numbering Association. 
  • Identify methods to improve the quality and dissemination of GIS data to internal and external stakeholders.
  • Visit locations around Flagler County to verify GIS data such as addresses, fire hydrants, and street centerlines.
  • Keep strict standards to maintain the confidentiality of non-public information and GIS data.
  • Report directly to the GIS Manager the status of projects, data anomalies, extra-departmental inquiries, and other pertinent information.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.


Additional Job Duties

  • Supports the Emergency Operations Center (EOC) when activated, which may include working nights and weekends during emergencies.

Minimum Qualifications

  • Bachelor’s degree in Geography, Urban Planning, Computer Science, or a related academic program with GIS or data analysis coursework.
  • 3 years of experience with Environmental Science Research Institute (ESRI) software, including ArcGIS Pro 3.x+ and its extensions, such as Network and Spatial Analyst.  
  • 3 years of experience with ArcGIS Online and its applications, such as Experience Builder, Solutions, and Instant Apps. 
  • ArcGIS Enterprise Portal and Spatial Database Engine (SDE) experience preferred.
  • Certifications such as ESRI or GISP certifications are not required but will be considered.
  • Microsoft 365 Office experience, including Excel and Word, required.
  • Must possess a valid Florida driver's license.
  • Criminal Justice Information Systems Level 2 Certification or ability to obtain.
  • Related college coursework can be substituted for job experience.
