GIS Technician (Full-time)

GENERAL NATURE OF WORK: This position performs responsible work in the Engineering Division of the Public Service Department. An employee in this class is responsible for performing various duties related to the development and maintenance of the City’s Geographic Information Systems (GIS), including coverage creation, database development, quality control, and output. In addition, this position provides support to end users in the Public Service Department through assistance with training, technical support, and input on GIS-related equipment and software. Duties are performed under the direction of the City Engineer.
EQUIPMENT & JOB LOCATION: This position requires general knowledge of equipment, including personal computer, telephone, GPS/data collection equipment, and automobiles. The primary work site is the Beavercreek City Hall. Field inspections and site visits throughout the City may be required.
ESSENTIAL FUNCTIONS – EXAMPLES OF DUTIES:
Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in all positions in this class.
- Prepares, collects, organizes, and inputs data to maintain and enhance the City’s GIS, including field research and GPS data collection and processing.
- Assists in the creation and maintenance of multiple GIS layers, including storm sewer, storm water detention facilities, street lighting, roadway record drawings, zoning, and other development layers.
- Follows quality assurance and quality control processes, and performs routine data management tasks, such as data validation and correction, queries, and editing GIS to ensure GIS data accuracy, integrity and completeness.
- Assists with GIS data analysis; prepares and executes queries; produces maps, spreadsheets, graphs, and other analytical products.
- Provides GIS software first-response and help desk services for end users within the Public Service Department and other City departments as required.
- Interprets as-built construction drawings for the incorporation of necessary data into the City GIS database.
ADDITIONAL EXAMPLES OF WORK PERFORMED:
- Maintains and updates the City GIS Standards Manual.
- Assists in facilitating integration between the City GIS database, SmartGov, and Assets Essentials software.
- Researches and obtains source documents necessary to accurately develop geographic and analytical data from Public Service, Parks, and Engineering Divisions.
- Assists the general public and City staff in accessing information.
- Performs a variety of office duties, including copying, purchasing, technology troubleshooting, and responding to various information requests.
- Performs other duties as assigned.
DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of current principles, practices, terminology and trends in GIS usage and modern land-based mapping application theory.
- Knowledge of GIS software, including ESRI’s ArcGIS platform and related extensions such as ArcMap, ArcGIS online, and ArcGIS Pro.
- Proficiency with AutoCAD software and Python.
- Knowledge of Civil Engineering terminology and the ability to interpret engineering plans.
- Principles and practices of developing analytical maps, spreadsheets, graphs, charts, and written reports.
- Standard business applications software, including Excel, Word, and Access.
- General knowledge of the occupational hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
- Ability to work with City staff, consultants, other government entities, utility companies, and other users to facilitate the transfer of digital information between jurisdictions.
- Ability to establish and maintain effective working relationships with City officials, other City employees, and the general public.
- Ability to handle confidential information.
- Good written and oral communication skills.
- Ability to work under the direction of the City Engineer.
DESIRABLE TRAINING AND EXPERIENCE:
- Bachelor’s Degree from an accredited college or university with major coursework in Geographic Information Systems, Geography, Urban Planning, or Civil Engineering.
- Minimum of two (2) years of experience with ArcGIS software, or any combination of training and experience which provides the desired knowledge, skills, and abilities.
NECESSARY SPECIAL REQUIREMENTS:
- Must maintain a valid Ohio Driver’s License.
- Must be in good physical condition, i.e. ability to pass all required physical exams and drug testing as required by the State of Ohio and/or the City of Beavercreek.
- Ability to work other than normal working hours as necessary.
