About the Role

The Public Works Commission (PWC) is seeking a detail-oriented and technically skilled GIS Technician to support geospatial data operations and engineering initiatives. This role is responsible for performing GIS analysis, geoprocessing, and data management functions using ESRI ArcGIS and related technologies. Key Responsibilities

  • Coordinate and manage GIS activities related to utility construction and engineering databases.
  • Input, edit, analyze, and output spatial and tabular datasets using ESRI ArcGIS.
  • Integrate data from non-GIS sources into GIS projects and prepare documentation and exhibits.
  • Maintain and enhance geospatial data for engineering projects and support field crews with maps and reports.
  • Perform field operations using GPS equipment and maintain logs of field findings.
  • Prepare maps, wireline/pipeline encroachments, field sketches, and drawings.
  • Review land terrain and secure data from engineering maps.
  • Operate vehicles and equipment in support of field assignments.
  • Collaborate with internal teams and external stakeholders to ensure accurate and timely data delivery.
  • Perform other related duties as assigned.

Required Skills & Abilities

  • Proficiency in ESRI GIS software, ArcGIS Online, and spatial database engines.
  • Experience with AutoCAD, Schneider ArcFM, Work Asset Management, Trimble Pathfinder Office, and TerraSync.
  • Strong understanding of Windows OS, networking, and operational utilities.
  • Familiarity with programming languages such as Visual Basic and Python.
  • Ability to analyze and diagnose software and data issues.
  • Strong communication skills, both oral and written.
  • Ability to work independently and collaboratively across teams.
  • Ability to interpret complex engineering maps, sketches, and drawings.
  • Ability to perform fieldwork in varying weather and terrain conditions.

Education & Experience

  • Graduation from an accredited four-year university or college with a Bachelor’s degree in Computer Science or a related field and a minimum of one (1) year of experience in designing and/or modifying GIS systems; OR
  • Graduation from an accredited two-year community/technical college with a degree/certification in Computer Science or a related field and a minimum of five (5) years of relevant experience; OR
  • Graduation from high school or possession of a high school equivalency diploma and a minimum of nine (9) years of relevant experience; OR
  • An equivalent combination of education, training, and experience as defined above.

Special Requirements

  • Must possess and maintain a valid North Carolina Driver’s License.
  • Extended hours and on-call availability may be required.

Physical Requirements

  • Must be able to perform the essential functions of the position.
  • Fieldwork may involve exposure to extreme temperatures, noise, moving vehicles, heavy equipment, and working at heights.

  • As required by the Public Works Commission’s Safety Manual.
