Job Title: GIS Technician (Entry-Level)
Position Summary
The GIS Technician (Entry-Level) supports the GIS team by performing accurate and timely GIS data maintenance, map production, and basic spatial analysis using ESRI’s ArcGIS Suite. This role is expected to complete routine data edits for utility infrastructure (water, wastewater, stormwater, electric, gas, or telecom) and assist with other GIS tasks to help maintain high-quality spatial data and deliver reliable mapping products to internal staff and stakeholders.
Key Responsibilities
Utility Infrastructure Data Editing (Primary Focus)
- Edit and maintain utility GIS data including pipes, valves, hydrants, manholes, services, meters, lift stations, poles, vaults, and related assets
- Perform daily GIS updates using as-builts, redlines, work orders, field notes, and CAD drawings
- Validate and correct asset attributes (material, diameter, install date, ownership, status, etc.)
- Maintain network connectivity and ensure features align with established utility GIS standards
- Perform quality control checks to reduce errors and ensure accurate mapping and reporting
General GIS Support
- Create and update maps, exhibits, and basic cartographic products for internal use and customer requests
- Assist with data collection, digitizing, georeferencing, and data conversion tasks
- Support GIS data organization, layer maintenance, and documentation of updates
- Assist with managing GIS requests and tracking work progress using tickets or task lists
- Work with team members to resolve data issues and improve workflows
Data Quality and Standards
- Follow established GIS editing guidelines, naming conventions, and attribute standards
- Identify data inconsistencies and recommend corrections
- Document edits and update logs to support auditing and reporting
- Maintain attention to detail to ensure data accuracy and completeness
Required Qualifications
- Associate degree, certificate, or coursework in GIS, geography, surveying, engineering technology, or a related field (or equivalent experience)
- Basic working knowledge of GIS concepts including feature classes, attributes, coordinate systems, and editing workflows
- Experience using ESRI software such as ArcGIS Pro and/or ArcGIS Online (school or internship experience acceptable)
- Ability to read and interpret maps, utility plans, and construction/as-built drawings
- Strong attention to detail and ability to complete repetitive editing tasks accurately
- Good communication skills and willingness to learn from senior staff
Preferred Qualifications
- Bachelor’s degree, certificate, or coursework in GIS, geography, surveying, engineering technology, or a related field (or equivalent experience)
- Familiarity with utility GIS data (water, sewer, storm, electric, gas, telecom)
- Experience with ArcGIS Utility Network, geometric networks, or network tracing concepts
- Basic knowledge of GPS/mobile data collection tools (Field Maps, Survey123, Collector)
- Experience with CAD files (DWG/DXF) and converting CAD to GIS features
- Exposure to SQL, Python, ModelBuilder, or automation tools

Work Environment / Physical Requirements
- Physical activity that often requires keyboarding, sitting, phone work, and filing

- Physical activity that sometimes requires bending, stooping, reaching, climbing, kneeling, and/or twisting
- Specific vision abilities required include close vision, depth perception, and the ability to adjust and focus
- Must hear and speak well enough to conduct business over the telephone or face to face (in English) for long periods of time
Minimum Environmental Expectations
- This position will require working indoors. Typical workweek is eight (8) hour workdays, five (5) days per week with some weekend work, as well as longer hours as needed.
- Requirements may include 2-3 day per week on site at City of Grand Rapids offices.
