Job Summary

This is a journeyman level, technical position to maintain accurate and up-to-date City GIS information and for advancing comprehensive Enterprise GIS framework to support City operations. The position must work in collaboration and cooperation with the Assessor Department, Building Department, City Engineer, Department of Public Works, Wayne County, contractors and employees throughout the City. Work is performed independently, applying well-developed subject matter knowledge in GIS/CADD, exercising judgement and initiative. Work is evaluated on compliance, appropriateness, and effectiveness in meeting goals and deadlines. Work is performed under general supervision of the Director of Building & Engineering. This position does not have supervisory responsibility. The employees of the City are required to serve citizens and customers in a tactful, courteous manner; establish and maintain good working relationships with staff, directors, elected officials, and general public.

 

Salary Range: $70,000 (budgeted amount) This is a full time, This is a FULL-TIME salary exempt position with Mon-Thurs workweek and flexible Fridays. The City offers a generous benefit package after 90 days; paid vacation, sick and holiday; short-term disability & life insurance; defined benefit pension plan

 

Duties & Responsibilities

  • Perform GIS data maintenance, analysis, entry, and conversion; perform data research, investigation, and verification; assist with solving technical problems and determining possible solutions.
  • Create, maintain, and update digital maps, engineering record drawings, as-built plans, spreadsheets, data files, and documentation for a variety of uses; incorporate new developments, subdivisions, easements, and other boundary changes; gather information from various sources, including legal descriptions, survey data, document descriptions, court records, City assessor and others.
  • Perform research activities to determine ownership and make corrections and changes on existing maps; research property history; review and prepare legal descriptions; research and process land transactions and enter parcel change information (Parcel splits); interpret detailed plans, photographs, maps, and legal descriptions to generate reports.
  • Assist city’s Assessor office in updating, then maintaining city boundaries; identify tax roll descriptions of residential and commercial properties by correlating legal descriptions in deeds, contracts, and mortgages;
  • For the Building and Engineering department, respond to GIS and mapping requests from various city departments and the public regarding available site utilities, property ownership, jurisdiction, and legal parcels; communicate with other departments and agencies to clarify information and data.
  • Maintain a current version of the city’s utilities as well as the assessor maps for use by the public and employees; design, develop, and maintain GIS applications and databases; prepare standard and ad hoc reports; participate in the implementation and maintenance of the county GIS Base maps.
  • Oversees the maintenance and management of spatial data and applications in the ESRI Enterprise GIS and CADD environment.
  • Support interoperability between GIS and other specialized software/data services.
  • Ensure best practices and most appropriate GIS technologies are in use, including staying up to date on GIS industry standards, tools, and technology releases.
  • Manage GIS related contracts and vendors.

  • Must have the ability to apply principles of rational systems to solve problems and interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form
  • Must be able to read at a level to understand procedures and methods related to the job, as well as communicate effectively both verbally and in writing
  • Must have math ability that includes algebra, geometry and shop math
  • Must be able to complete work duties that include reaching, handling, fingering, feeling and repetitive motions
  • Must have hearing to perceive information at normal spoken word levels and receive detailed information through oral communication and/or make fine distinctions in sound
  • Must have visual acuity for determining accuracy, thoroughness of work and observation of general surroundings and activities
  • Must be able to complete light work that includes exerting up to 20 pounds of force rarely, or up to 10 pounds of force occasionally, or a negligible amount of force constantly to move objects. Physical demands are in excess of those for sedentary work and include frequently stand, walk, or sit; reach occasionally; rarely climb, crawl, squat or kneel, and bend; push/pull less than 10 lbs occasionally and more than 10 lbs rarely.

Qualifications

Qualifications

  • Bachelor’s degree and/or Master’s degree, with a major in Geography, Information Systems, Information Technology, Computer Science, or a related field, preferred; or any equivalent combinations of experience and training which provides the required knowledge, abilities, and skills of a Bachelor’s degree or above in a related field, required.
  • Minimum of 5 years of experience using the ESRI GIS platform, required.
  • Proficiency in ERSI Enterprise, ArcGIS Pro, ArcGIS Online, and CADD required.
  • Experience authoring, updating, and managing web maps and mapping applications using ArcGIS Online, required.
  • Data management experience, required.
  • Experience reading construction plans, engineering designs, surveys, one-line diagrams, and schematics, required.
  • Team player attitude and mentality, required.
  • Experience with land records, titles, or surveys, preferred.
  • Experience with mobile GIS/SPS tools including Collector, Survey123, and ArcGIS Field Maps, preferred.
  • Experience with public service software solutions, preferred.
  • Strong technical and analytical abilities required; ability to analyze and comprehend complex data.
  • Ability to effectively communicate in both oral and written format.
  • Must possess excellent interpersonal and communication skills and to effectively work with all levels of staff, contractors and vendors.
  • Ability to use initiative, discretion and specialized knowledge to achieve and maintain desired objectives.
  • Must possess a current, valid Michigan’s Driver’s License with a driving history that does not create liability concerns, which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving.
  • Must be able to pass a civil service test and oral board exam (interview) with 70% and pre-employment physical, including drug screen, and background check.
