The City
Culver City is a Charter City incorporated in 1917 and is a destination filled with outdoor cafes, unique shops, and galleries opening onto pedestrian-friendly boulevards. Culver City has a dedicated staff of approximately 700+ employees with an overall operating budget of over $178 million. The City provides a full range of municipal services, including Fire, Police, Community Development, Public Works, Transportation, Parks, Recreation, and Community Services.
The Department
The Information Technology Department provides centralized technology services that align with the City’s strategic goals, enhance departmental productivity, and promote government transparency. Services include network and telecommunications support, software implementation, infrastructure security, desktop support, and training.
The Department also manages the City’s Geographic Information System (GIS), which supports approximately 80% of the City’s data needs. GIS combines geographic data with relevant information to create detailed maps—available as PDFs and interactive formats—that assist with planning, decision-making, and public access to city information.
The IT Department includes divisions for Public Safety technology support and Graphic Services, which handles printing, fax/copier support, and mail services.
THE POSITION
This position is responsible for installing and maintaining Geographic Information Systems (GIS) application software and computer hardware; analyzing, designing, developing, testing, maintaining, and documenting GIS computer software programs for the network, web and microcomputer environments.
COMPENSATION:
In accordance with the current CCEA Memorandum of Understanding (MOU), employees in this classification will receive a four percent (4%) base salary increase, effective the first full pay period following July 1, 2025.
GENERAL DUTIES:
- Enterprise GIS Administration: Deploy and configure ArcGIS software; set user roles, share settings, and map service publishing.
- Data Management: Design and maintain geodatabases (file and enterprise GDB); provide data development, conversion, and QA/QC; integrate GIS data with other management systems.
- Web & Mobile Development: Familiarity building ArcGIS Dashboards, Experience Builder, Survey123; as well as mobile data collection workflows.
- Collaboration: Strong customer service orientation and ability to work with departments such as Public Works, Police, and Planning; gather information for ticket system; plan and facilitate meetings with users.
- Training: Train users in the use of GIS applications.
MINIMUM QUALIFICATIONS:
A combination of experience and education would qualify for this position. A typical path to qualifying would be a bachelor’s degree and two years of experience developing and maintaining GIS software applications in a network environment. Exposure to GIS development incorporating relational database integration is highly desirable.
IDEAL CANDIDATE: The ideal candidate will have the following:
- Education: Graduation from an accredited college or university with a bachelor’s degree in related field. Optional possession of a recognized GIS certification such as Esri Technical Certification or GIS Professional (GISP) from the GIS Certification Institute are desirable.
- Experience: A minimum of 2 years’ professional experience working with GIS, preferably in a municipal setting.
- Technical Proficiency:Demonstrated knowledge and hands-on experience with current Esri software, including but not limited to:
- ArcGIS Pro
- ArcGIS Online (AGOL)
- ArcGIS Enterprise (Portal & Server)
- ArcGIS Field Maps, Story Maps, Survey123
- ArcGIS Dashboards and Experience Builder
- Communication: Ability to translate technical concepts to non-technical users; good written and verbal skills.

Oral Appraisal Interview
Applicants who are deemed most qualified will be invited to an Oral Appraisal Interview, tentatively scheduled for the week of May 19, 2025.
- Background/ Reference Check: Upon a conditional job offer, a live scan finger printing must be completed with acceptable results. Your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigations (FBI). Having a conviction history does not automatically preclude you from a job with the City. If you are selected as a finalist, you will be contacted to schedule a fingerprinting appointment. Upon hire, employee is subject to further reporting from DOJ via subsequent arrest notification.
- Pre-placement medical evaluation including drug screen (select positions).
