FUNCTION
The City of Charlotte, Charlotte Water Department is seeking a GIS Technician. CLT Water is one of the largest public water and sewer service providers in the Southeast. We value competent, skilled candidates with a service focus to work in a team environment.

MAJOR DUTIES AND RESPONSIBILITIES

• The successful candidate will assist with the development, maintenance, field collection, and updating of large scale Enterprise GIS databases within an ArcGIS Enterprise environment.
• Basic cartographic skills are required.
• The candidate will possess working knowledge of the ESRI ArcGIS 10.x Desktop software suite. General GIS principles and concepts are required.
• Basic working knowledge of ArcGIS Pro is preferred.The individual should be detail-oriented and highly skilled using the ArcGIS editing tools, and should be familiar with shapefiles, file geodatabases, geodatabase topology and editing in a SDE multi-user database.
• The candidate should be familiar with querying databases and be able to validate data.
• The candidate must have the technical agility, focus, flexibility, enthusiasm and vision to complement and enhance the Charlotte Water GIS Team.
• The candidate must be able to coordinate, plan, and support simultaneous tasks and GIS projects; query data; prepare and deliver reports to the immediate supervisor and others; use geospatial data in the creation and production of GIS maps and data; and communicate effectively both verbally and in writing.
• The candidate will be expected to read and interpret preliminary record and as-built documentation. The position will require gathering of system documentation related to customer service. Field collection of GIS data using Trimble survey equipment will be required, frequency of field work may vary depending on other workloads.
• The candidate will serve as a point of contact for Project Managers and others within the Charlotte Water divisions for the delivery of GIS data and assistance related to GIS.
• Department wide assistance with the use of various GIS applications within their relative divisions will be required. Assists in the maintenance and monitoring of the quality of GIS data to meet the standards set by Charlotte Water.

KNOWLEDGE, SKILLS & ABILITIES

• Experience in importing, exporting, creating data in ArcGIS 10.x and/or ArcGIS Pro 2.x.
• Must be able to work with data stored in Enterprise Geodatabase.
• A basic understanding of Trimble Business Center is preferred.

PREFERRED QUALIFICATION

• Minimum of two years of experience using the ArcGIS suite of products and must have experience editing GIS data.
• Preferred qualifications include experience with creating, collecting, and editing GIS data. GIS work experience with a city or county government agency is preferred.

MINIMUM QUALIFICATIONS

• High School Graduate or Equivalent
• Three (3) years related work experience

OR

• Associate Degree in Geography, Earth Science, Engineering
• One (1) year related work experience

OR

• Bachelor's Degree in Geography, Earth Science, Engineering

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
