SUMMARY

This position is part of the Storm Water Services Strategic Planning and Operations Division and is primarily responsible for ensuring that accurate and complete GIS data represents our storm water system. This position performs technical work related to the development and maintenance of large-scale GIS databases within an enterprise Utility Network environment, and associated functions such as spatial analysis and reporting.

 

Offering $26.83/hr. - $29.80/hr. Commensurate with Experience

 

Major Duties and Responsibilities:

Support maintenance of stormwater asset data in a Utility Network environment.

Perform asset data entry from various data sources.

Monitor Cityworks system for work order assignments.

Create and manage work orders in Cityworks system.

Analyze and interpret civil construction plans, technical drawings, and specifications.

Collect stormwater asset data in the field.

Maintain hardware and field equipment.

Provide support to internal and external customers.

Prepare cartographic exhibits.

Perform other duties as assigned.


Knowledge, Skills, and Abilities:

Working proficiency with the ESRI ArcGIS application suite. 

Basic understanding of GIS principles and concepts including database structure, data management, analysis techniques and Global Positioning Systems. 

Familiarity with ESRI’s Utility Network data model within the ArcGIS Pro environment. 

Familiarity with Cityworks or other work and asset management system.

Strong understanding of storm water systems and terminology.

Intermediate proficiency with Microsoft Office products.

Ability to interpret construction plans and technical drawings.

Ability to prioritize, plan, and support simultaneous tasks and GIS projects.

Understanding of simple expressions and queries.

Excellent spatial ability and attention to detail.

Effective verbal and written communication skills.

Ability to establish and maintain effective working relationships with other employees, departments, City officials and the public.

Ability to work independently and as a member of a team.

Ability to diagnose and solve problems.

 

Other Requirements: 

Provide own transportation, a dependable passenger vehicle. 

A valid driver’s license and good driving record with the ability to obtain and maintain a City Driving Permit.

Ability to work outdoors in adverse weather conditions and physically able to lift up to 50 lbs., walk at least two (2) miles per day (sometimes on rough terrain), stoop, bend, and climb.

 

Preferred Qualifications:

Bachelor’s degree in Geography, Engineering, Computer Information Systems, or related field and one (1) year of relevant experience.

Working proficiency with the ESRI ArcGIS suite of products.  

 

Minimum Qualifications:

High School Graduate or Equivalent and three years related work experience

 

OR

 

Associate's Degree with one year related work experience

 

OR

 

Bachelor's Degree

 

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
