The Town of Carrboro is seeking a skilled Geographic Information Systems (GIS) Technician to join our team. The GIS Technician will play a crucial role in supporting decision-making processes across the organization by creating, analyzing, visualizing, and disseminating geographic data.
Physical Requirements
Occasional exertion of up to 25 pounds of force. Ability to sit, stand, walk, bend, stoop, lift, and carry. Finger and wrist dexterity and hand/eye coordination for operating a keyboard. Close vision and ability to adjust focus, depth perception, color perception, and peripheral vision. Hearing, with or without aids, and speaking clearly and distinctly. Occasionally operate a motor vehicle. Occasional exposure to outdoor weather conditions. Reasonable accommodation will be considered for individuals with physical disabilities.
- Provide technical support for the implementation and operation of GIS projects.
- Create, test, and enhance all Town GIS operations.
- Develop, maintain, and administer web-based applications.
- Operate and maintain GIS desktop software, web software, servers, and services.
- Evaluate user requirements for GIS; identify and develop needed applications.
- Conduct or coordinate user training.
- Develop, maintain, and administer the zoning and E911 address databases.
- Prepare GIS databases, maps, database reports, and queries in support of various projects.
- Perform GIS analysis, modeling, and reporting.
- Generate, maintain, and disseminate GIS data and layers.
- Design GIS enterprise data and enforce data standards.
- Other duties as assigned.
Preferred Qualifications:
Bachelor's degree in GIS, geography, computer science, planning, environmental science, or a related field
AND
2+ years of experience working with GIS
Knowledge of scripting and database programming using Python and SQL
Experience with the SQL Server relational database
Minimum Qualifications:
Any combination of education or experience equivalent to a Bachelor's degree with major course work in geography, computer science, engineering, GIS, planning, or a related field;
AND
2 years of experience using GIS software applications
OR
Any combination of experience and training that demonstrate possession of the knowledge and skills listed, and the ability to produce examples of the work.
- Mastery of the ESRI (ArcGIS) suite of products (ArcGIS Pro, ArcGIS Online, 3D, Network, and Spatial Analyst, ArcGIS Server, etc.) for creating maps, collecting data, managing databases, and performing spatial analysis.
- Experience using ESRI web applications (Survey123, Field Maps, Experience Builder, Dashboards, etc.)
- Experience building and maintaining spatial databases.
- Ability to create and run scripts and perform queries using Python and SQL.
- Ability to analyze spatial data, identify patterns, and draw meaningful conclusions.
- Ability to create clear, informative maps, webpages, and geographic visualizations.
- Ability to assess issues, understand their spatial components, and devise solutions using GIS tools.
- Ability to communicate clearly, in speech and in writing.
- Ability to attend to detail and so ensure the integrity, accuracy, currency, and completeness of data, maps, writing, and analysis.
- Ability to incorporate emerging technologies in the constantly developing GIS field into the Town GIS.
- Ability to work responsibly and independently, under possible pressure from deadlines and conflicting priorities.
