Responsibilities
- Maintain the Geographic Information System (GIS) and support the POM operations team with utility management/ locate services
- Research and prepare, digitize and input information into the GIS and CAD systems
- Supply related GIS information to internal personnel and external clients
- Create and maintain GIS utilities information by gathering data from as-builts, record drawings, field inspections, Engineering staff and other sources
- Coordination and promote use of GIS systems and products among POM personnel in the maintenance, construction, and operations departments
- Design, develop, and manage GIS database management system, including the conversion of thematic source maps from analog to digital form through the use of appropriate hardware and software
- Maintain hardware, peripherals, GPS units, network, and GIS operating systems
- Prepare GIS plans, data dictionaries, project statements related to GIS, project proposals
- Plan, execute and lead field work in remote environments to generate new or verify mapped information, using standard resources field sampling and scientific methods
- Train and instruct others in the use of Geographic Information Systems (GIS) applications and basic Geographic Information Systems (GIS), Global Positioning Systems (GPS), and related technologies
- Respond to and assemble sewer, storm, water, planning services, and related GIS information requests from the public, contractors and other agencies
- Read, write, and accurately document legal descriptions
Knowledge, Skills, and Abilities
- Geographic Information System concepts, programs, methodology, and implementation. Editing and geo- referencing in an ESRI versioned environment
- Proficient in CADD, civil 3d preferred
- Municipal code and standard plans for the Port; laws, rules and regulations related to assigned activities
- Principles and practices of civil engineering, field surveying, field-to-office data collection using GPS or Collector app, computer-aided mapping and computer-aided design
- Read, review and understand engineering plans and specifications; interpret plans and survey notes
- Communicate effectively both orally and in writing
- You are comfortable switching gears rapidly and making decisions in ambiguous situations
- Ability to quickly adjust strategy and execution in the face of new information
- An ability to flawlessly multi-task and thrive under pressure and deadlines
- You can manage multiple projects in a fast-paced, deadline-driven environment while maintaining a sense of humor and good nature
- Can work through ambiguity and knows how to acquire information independently, work independently, and in a team environment
- Maintain the GIS maps, database, and records
- Examine requests for mapping products and determine method of GIS or CAD to meet the request
- Understand and utilize data conversion tools from CAD to GIS and vice-versa
Supervision Received
- Self-starter with the ability to work independently, prioritize and get things done
- You are intrinsically motivated with a high level of initiative and enjoy working with minimal supervision
- General direction and oversight will be provided by the Director of Engineering.

Required Minimum Qualifications
- Any combination equivalent to: Associate degree in GIS technology and three years increasingly responsible in GIS and CAD technology; or GIS training as a part of a higher education curriculum with a combination of training and/or job experience that provides the required knowledge and skills
- Valid State driver’s license
Preferred Qualifications
- In addition to minimum qualifications, applicants are preferred if they have experience and/or training in land surveying (legal, construction, design) applications.
Tools and Equipment Used
- CADD- Civil-3d design software
- GIS Software (ESRI ArcGIS 10.x or higher)
- Trimble Survey Equipment including but not limited to TSC3 & TSC7 controllers, SPS 855 Base stations, SPS 882 rover, M3 Total Station, machine control equipment
- Office 365 MS Office suite
Physical Demands
- Sitting, standing for extended periods of time, walking for extended distances in remote areas, kneel down, bend at the waist, swing hammer, lift up to 40 pounds, repetitive hand movements, dexterity of hands and fingers to operate computer keyboard.
Work Environment
- Indoor/Outdoor environment; driving a vehicle to conduct work; subject to seasonal heat and cold or adverse weather conditions.
