Job Description

The City of Avondale is accepting applications for a GIS Technician in the Information & Technology Department

The pay range listed reflects the expected grade range for Fiscal Year 2025–2026

Reviews, updates, and maintains the city's Geographic Information System data sets. Conducts fieldwork verifying spatial locations of assets and verifying addresses.  Assists City staff in providing data, maps, exhibits, and following up with requests in the form of maps and edits.

Essential Functions

Operates computer equipment and software necessary for updating and maintaining GIS data and links within the city's geospatial relational database.

Maintains physical changes to GIS databases. Assembles, correlates, and validates source documents such as site plans, minor land divisions, ordinances, legal exhibits, civil engineering plans for water, streets, and wastewater needed to create, maintain, and refine the utilities and facilities infrastructure map layers and related attribute tables. Ensures streets, subdivisions, developments, utilities, and capital improvement projects are accurately recorded and maintained within GIS database. Completes assigned redline work to correct GIS data based on fieldwork.

Performs research of public records; reads and interprets documents such as maps, as-built plans, aerial photographs, site plans and legal descriptions. Verifies quality and accuracy of input and stored data and maintains suitable metadata catalog.

Participates in data conversions. Performs routine geospatial analysis and relational database queries to retrieve particular data and reassemble to create digital and paper maps, graphics, reports, and cartographic products of a complex nature.

Performs field work to verify assets and addresses. Collects, downloads, processes, interprets, and catalogs positional information for utilities, facilities, and map features to improve the accuracy of GIS database layers and attributes.

Provides specialized GIS customer service. Interprets requests from internal and external customers by telephone and in person for data, maps, and reports.

Communicates and coordinates regularly with supervisors, customers, and staff to improve products, performance, and productivity.

Stays current on GIS technology and trends by attending professional workshops and seminars. Attends GIS user groups and provides instruction and supports end-users in creation and use of geospatial data.

Assists in routine maintenance of GIS and GPS hardware and software.

Minimum Qualifications

Associate degree in Geographical Information Systems, Geography, Cartography, or Land Surveying and Mapping.

One (1) year of experience with GIS software and computer applications.   

Valid Arizona Operator's Driver's License.

Supplemental Information

Work requires the ability to read plans and maps, technical manuals, specifications, reports, flow charts, analytical models, computer code, email and correspondence.

Work requires the ability to perform general math calculations, percentages, algebraic principals and formula, interpret and build spreadsheets, land measurements and coordinates, write, debug and use relational database query statements and operations using Boolean logic, basic understanding of Cartesian coordinate systems and geodetic projections.

Work requires the ability to prepare technical specifications, reports and studies and official correspondence, using proper spelling sentence structure and grammar.

Exercise judgment and creativity in situations involving complex logical query statements for GIS data manipulation and analysis. Prepare and execute models and diagrams for advanced geospatial analysis. Develop code to batch process relational database tables.

Work is governed by broad instructions, objectives, and policies. Work requires the exercise of initiative and independent analytical and evaluative judgment.

Within this job, the employee normally performs the duty assignment with regular supervisory assistance and direction from direct supervisor and assigned Department representative(s). Performance is reviewed periodically.

The incumbent in this position contacts others within the organization. These contacts may involve similar work units or departments within the City such as Development and Engineering Services, Water Resources, Police, Fire, and City Administration, which may be involved in decision-making or providing approval or decision-making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Work effectively as team member, discuss ideas, cooperatively identify problems, suggest effective choices and approaches and agree on solutions. Employee must maintain regular work hours. Ability to work in a constant state of alertness and safe manner.
