General Description:
The work involves the responsibility for assigning PIN numbers to land related documents and using GIS to perform maintenance of land maps as well as a variety of tasks designed to maintain an accurate data base of property ownership, boundaries, and maps.

Essential Functions:

  • Maintains real property ownership and property description including name and address, transfers ownerships utilizing computerized PIN Application and GIS software as well as documents recorded in the Register of Deeds and files in the Estates Division of the Clerk of Court. .
  • Perform GIS data quality control, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data.
  • Provides data editing and maintenance of GIS versioned spatial databases.
  • Conducts research for mapping of GIS base layer, including compiling information to prepare ownership maps gathered from researching deeds and survey maps and aerial photographs.
  • Create GIS analysis, maps, and reports.

Knowledge, Skills, and Abilities:

  • Knowledge of both GIS and Computer-Assisted Mass Appraisal (CAMA), relational and spatial database environments, versioned geodatabases, and map publishing services.
  • Knowledge of Real Property Law with the ability to successfully perform property title searches.
  • Knowledge of North Carolina Machinery Act and other state laws and County ordinances and policies affecting land management recording and mapping.
  • Knowledge of ESRI suite of products.
  • Ability to effectively communicate orally and in writing.

Minimum Qualifications:

  • Graduation from an accredited college or university with an associate degree from an accredited college or university in Geography or closely related field AND two (2) years of work experience in Geographical Information Systems which includes working with datasets and GIS layers, map preparation and editing and analyzing using ArcGIS software, OR
  • Certified as a Paralegal, OR
  • Five (5) years of work experience in either a law firm or a Land Records/Register of Deeds office in North Carolina, OR
  • An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
  • Must be able to obtain certification as a North Carolina State Certified Mapper and NCPMA Property Regular Mapper within two (2) years if date of hire.
  • Certification as a North Carolina State Certified Mapper and NCPMA Property Regular Mapper is preferred.
