The Nebraska Game and Parks Commission has an excellent opportunity for a self-motivated individual to lead its GIS team into the future and help our visitors discover more about its state parks, wildlife management areas, historical parks, rivers, lakes and reservoirs using ESRI's tools.

Examples of Work
Direct and manage long-term IT Geographic Information System (GIS) operations for Nebraska Game & Parks Commission. Responsible for all phases of system development lifecycle including planning, analysis, design, implementation and overall execution of GIS production and support activities for the agency. Experience with enterprise GIS server architecture; Expertise with architecting Enterprise GIS deployments including ArcGIS Server and ArcGIS Portal. Supervise the Game and Parks Information Technology GIS staff. Plan, assign, and prioritize job duties and work assignments along with providing assistance and direction to staff. Act as a technical resource in assisting users to resolve problems in the use of GIS hardware and software. Manage GIS development projects and coordinate GIS services. Analyze and organize project requirements, to determine type of GIS solution needed. Analyze geographic relationships among varying types of data and perform advanced spatial data analysis. Design and develop GIS maps and other cartographic products. Develop and modify GIS software modules, tools, extensions and services as needed for existing and new GIS applications. Integrate services with already existing services to build rich and dynamic applications for internal and public use. Responsible for building and maintaining efficient map-services using ArcGIS Server and develop custom mapping applications using REST and ArcGIS JavaScript API. Experience with publishing secured services. Design and implement logical and physical enterprise geodatabase (ArcSDE) systems. Create topology rules and build relationship classes to maintain data integrity. Setup replication and synchronization of distributed databases. Reconcile SDE (Spatial Database Engine) versions and perform geodatabase maintenance tasks. Develop and implement policies, procedures and standards to guide the operation of the Geographic Information System (G.I.S.) Section of the Nebraska Game & Parks Commission Information Technology Division. Perform other related job duties as assigned.

Qualifications / Requirements

REQUIREMENTS: Bachelors degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis.

PREFERRED: Four plus years recent work experience in a GIS Specialist or GIS Developer role using ESRI ArcGIS Desktop (Pro, ArcMap). Three plus years recent work experience in an ArcGIS Enterprise environment using ArcGIS Server. Three plus years recent work experience performing logical and physical enterprise geodatabase (ArcSDE) systems. Two plus years work experience ArcGIS API for JavaScript; Survey123 for ArcGIS, Survey 123 Connect, Collector for ArcGIS. One plus years recent work experience with SQL, Python, JavaScript, REST Services, APIs, and VB.NET.

Knowledge, Skills and Abilities

Knowledge of: GIS software development principles and methods for designing, developing, optimizing and integrating new and/or reusable components; software system testing procedures, programming and documentation; GIS spatial and statistical analysis; Geodatabase management principles and methodologies. GIS Standards and policies.

Skill in: Candidate must have strong GIS technical, organizational, planning, problem-solving and decision-making skills; Geodatabase schema design and implementation skills; Skill in analyzing needs and application requirements to determine sound technical solutions; Excellent customer service and communication skills required. Ability to: Analyze spatial data; apply GIS programming languages and solutions; read, listen and understand information so others will understand; apply deductive reasoning; think logically; organize, plan and prioritize work; provide guidance to less experienced staff and coworkers; test and install, implement, document and maintain software; design, code, test and debug large and complex ArcGIS software applications; debug GIS computer applications and scripts, maintain source code, modify and upgrade applications as necessary; keep technical skills up-to-date and use job relevant knowledge. Develop and maintain effective working relationships with vendors, staff and users.
