Job Description Summary:
The GIS Specialist role supports the mission of the Open Space & Mountain Parks Department (OSMP) by working as part of the GIS Team and with other OSMP staff from a wide variety of disciplines. This role supports our mission by creating and maintaining geospatial datasets related to natural and recreation resource related projects, as well as creating digital and hard copy maps to convey information to internal and external/public users.This role also helps to support and train users of GIS managed resources including Data, Desktop and Web GIS applications, specialized data collection equipment, and assists in the maintenance of data collection equipment. While GIS supports a wide variety of field work, this is an office position with limited to no field time.
The GIS team is part of the Resource Information Services team, which supports many of the technical needs of OSMP, and this role may also be called upon to assist with other non-geospatial tasks periodically.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Creates and edits maps using existing map files and templates where available.
Creates and edits spatial or non-geospatial data for use in city and departmental GIS databases.

Directly edits, updates, or modifies existing departmental GIS data

Occasionally utilizes Global Navigation Satellite System/Global Positioning System (GNSS/GPS) devices to collect or verify the accuracy of GIS data

Converts non-geospatial data from sources such as spreadsheets, paper maps, reports, plat books, and deeds into digital, geospatial formats
Follows data maintenance protocols including file naming, metadata creation and proper directory structure.

Follows existing GIS data standards and operational procedures for departmental GIS applications

Assists with the creation/update of data creation standard operating and maintenance procedures

Creates and maintains comprehensive metadata
Maintains a high level of customer service including:

Technical assistance and support for GIS applications and devices to project team(s) and departmental staff

Effective communication with internal and external customers; acts with a high level of integrity; and is responsible and accountable for their words and actions

Performs related duties as required to meet the needs of the city.

Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to City property.

Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
MINIMUM QUALIFICATIONS
-
Ability to use cartographic templates to produce maps for internal and external customers, revise and improve map templates, and update and inform the team via detailed methodologies and documentation.

Knowledge and experience manipulating spatial data including the ability to perform work with careful attention to detail and accuracy

Knowledge of ArcGIS Pro and either ArcGIS Online or Portal

Knowledge of communication and data visualization including working knowledge of cartographic design.

Skill and experience in customer service to include courteous and effective communication skills, and the ability to solicit information from users to solve technical problems.

Skill in critical thinking to include reasoning through spatial problems, troubleshooting technical problems, and developing concise, efficient solutions.

Skill in information gathering including the ability to integrate information from multiple sources, rectify differences in information, and independently perform QA/QC of datasets in an Enterprise GIS environment using citywide GIS guidelines

Skill in teamwork to include the ability to work closely with other staff and users in a team-oriented environment.

Skills in clear written and oral communication.

Valid Driver’s License and the ability to maintain acceptable motor vehicle record.

Have and maintain acceptable background information, including criminal conviction history
PREFERRED QUALIFICATIONS

Experience in coursework in GIS or related field and/or demonstrated progressively responsible GIS experience
-
Experience using ESRI Data Collection apps, and external GNSS Receivers
-
Experience working with CAD Data in ArcGIS
-
Experience working with Web Content Management software
-
Experience working with Microsoft Office and SharePoint
-
Knowledge of relational databases
-
Knowledge of the principles of Natural Resource and Recreational Resource management

REQUIRED EDUCATION AND EXPERIENCE

Associate’s degree in geography, natural resources, information technology, or a related field.

Two (2) years of experience working with geospatial data, including data editing and cartographic products
WORKING CONDITIONS AND REQUIREMENTS

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Ability to lift and carry up to 20 lbs. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work environment: Primarily works in a clean, comfortable office environment but some field work in a variety of weather conditions may be required.

Machines and Equipment Used: Frequently uses standard office equipment including computers, telephones, calculators and copy/fax machines.
