Job Summary

This position performs specialized duties in the development and maintenance of GIS data.

Minimum Requirements

Baccalaureate degree in a course of study related to the occupational field.  Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis. 

Three years of experience in the occupational field, sufficient to understand the major duties of the position. Relevant experience in creating custom dashboards for decision support. A strong background and knowledge in spatial data analysis, thematic mapping, projections, and spatial referencing. Prepared maps, exhibits, and reports for assembly meetings and public outreach. Coordinated GIS projection timelines, data collection, and stakeholder communication. Managed GIS data entry, quality control (AQ/AC), and maintenance of geospatial records. Proficient in ArcGIS, and Open Data Layers for geospatial data processing and visualization. Skilled in building interactive web maps and spatial applications. Experience in GIS data management, geoprocessing tools, and geodatabase design. Familiarity with script automation and workflows using Python scripting (ArcPy, PyQGIS, etc.). Scheduled and facilitated team meetings focused on mapping and spatial data updates. Supported grant proposals and ensure compliance documentation for GIS initiatives. Conduct training sessions for internal teams on GIS tools and workflows. Experience with inter-departmental coordination.

Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire and ICS 200 and IS 800 within one (1) year of hire.  

Certification as a GIS Professional is preferred.

Must successfully pass a pre-employment background check.

Duties/Responsibilities
  • Designs, develops, tests, documents and manages a variety of web applications.
  • Responds to internal and external customer service requests by defining the scope of work, clarifying expectations, negotiating deadlines, and producing maps, spatial data, and analysis.
  • Performs data development, conversion, analysis, maintenance and distribution; manages data conversion between different mapping platforms.
  • Develops and maintains documentation of standards, procedures, workflows, and federally compliant metadata.
  • Performs document research to interpret land transactions and legislative boundaries using legal descriptions, deeds, and ordinances.
  • Designs, creates and maintains computer generated maps using geospatial data.
  • Coordinates and delivers GIS solutions for Borough departments; evaluates, develops and applies GIS enterprise solutions to department needs.
  • Develops, maintains and executes quality assurance/control programs.
  • Troubleshoots technical issues related to GIS/CAD software and hardware.
  • Develops and implements GIS related training and presentations.
  • Provides GIS/CAD related assistance during activations of the Emergency Operations Center.
  • Provides specialized support for Borough-wide GIS projects.
  • Provides oversight and functional direction of assigned contractor daily activities.
  • Performs related duties.
