Job Summary
This professional and specialized position is responsible for technical work in the operating and maintenance of an ESRI GIS system, including the creation and maintenance of GIS datasets. The employee in this classification exercises considerable initiative and independent judgment within GIS standards and Departmental policies. Work is performed under the general direction of the Assistant Director of Utilities assigned or his designee, and the incumbent is responsible for providing technical and information support to the Utilities Department.

Essential Functions

  • Assists in the development and maintenance of the City's GIS datasets and citywide geodatabases in an ArcGIS Enterprise environment.
  • Performs complex spatial data analysis, and GIS applications development; maintenance of existing applications and research/development for future enhancements.
  • Designs and develops GIS technical procedures, both simple and complex.
  • Compiles and integrates data from a wide variety of sources; creates and edits geospatial data using GPS data and digitizing techniques.
  • Creates geographic data sets and generates resultant maps, charts and other relevant geographic information for departmental analysis and management.
  • Prepare thematic maps and presentations based on demographic data and land information.
  • Creates and maintains data sets and geodatabases for water, sewer, and stormwater utilities, right-of-way information, and other public works assets.
  • Reviews drawings including plats, replats, site plans, paving, drainage and utility installations, and uploads/converts data to graphics and attribute tables and spatial data sets.
  • Performs related field work as required and as directed, including the use and support of Global Positioning System (GPS) equipment and other mobile devices.
  • Performs troubleshooting and problem resolution of spatial data and GIS applications.
  • Trains and supports GIS end users, including mobile/field users.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other department heads and employees, other city employees, customers, sales representatives.
  • Provides training and guidance to subordinate employees.
  • Responds to after-hours emergency calls, as needed.
  • Performs related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in GIS, Geomatics, Geography, Engineering, Urban Planning, Computer Sciences, or a related field.
  • A minimum of 2 years of experience in GIS applications and database management, including experience with engineering, utilities and/or technical training related to infrastructure projects; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Must possess a valid Florida driver’s license.

Preferred Qualifications:

  • Extensive knowledge and experience with ESRI ArcGIS Desktop and the latest version of ArcGIS Pro and its extensions.
  • Knowledge and working experience with asset management systems, including but not limited to water, sewer, and stormwater modeling systems.
  • Knowledge of AutoCAD Map or similar platform.
  • Ability to leverage the use of ESRI ArcGIS Online, ArcGIS portal and its applications, such as ArcGIS Dashboard, ArcGIS Story Map, ArcGIS Quick Capture, etc.
  • Knowledge and experience with collecting field data using mobile device/GPS equipment and mobile applications (ArcGIS Collector, ArcGIS Survey 123, ArcGIS Field Maps), and performing post data processing.
  • Ability to interpret complex engineering and utilities drawings and basic familiarity with AutoCAD and/or MicroStation
  • Understanding of Python & SQL scripts with additional programming experience.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of geographic information systems and related software and systems.
  • Knowledge of the principles and methods of geographic data analysis, spatial analysis and geodatabase management.
  • Ability to communicate effectively in oral and written form.
  • Ability to adapt to an evolving and continually improving environment.
  • Ability to respond to supervision, guidance and direction of superiors in a positive, receptive manner and in accordance with stated policies and procedures.
  • Ability to demonstrate a polite, helpful, and courteous manner when engaged in any activity with the general public.
  • Ability to operate and care for equipment to manufacturer’s specifications and/or within the specified parameters.
  • Ability to demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the general public and colleagues.

PHYSICAL DEMANDS:

  • Requires light physical effort that may include lifting up to 10 pounds. Work is most commonly performed indoors or in an office environment.
