Position Description

This posting will be used to fill a full-time GIS Specialist I / II (TMDL Support Group) position in the Department of Public Works, Bureau of Watershed Protection & Restoration. 

This position supports the calculation and evaluation of water quality improvements and impervious surface restoration resulting from the implementation of watershed and stormwater best management practices (BMPs) within Anne Arundel County. As new BMPs are identified through new Capital Improvement Program contracts, grant awards, and private development, data from these projects must be validated and managed within a relational database system. These data are then used to evaluate compliance with Anne Arundel County’s municipal separate storm sewer system (MS4) permit and local watershed and Bay TMDLs, and are also used for ad hoc environmental modeling. This position performs professional work involving the development and use of GIS computer equipment and software, and operation of the existing GIS platforms.

Examples of Duties and Knowledge, Skills and Abilities

Performs all required GIS operations using ArcGIS (ArcGIS Pro, ArcMap, ArcCatalog, ArcToolbox, ArcGIS Geodatabases, etc); collects, organizes, and maintains GIS files related to the BMPs.

Provides a full range of digital mapping and map production.

Uses the ArcGIS extensions ArcHydro and Spatial Analyst to create hydrological geospatial datasets from LiDAR and stormwater infrastructure data, and performs drainage area delineations for County BMPs.

Works closely with project managers, engineering consultants, and NGOs to acquire, create, and validate BMP treatment and geospatial data and manage these data within a relational database system.

Performs BMP related research as needed to ensure accurate water quality treatment information.

Assists the TMDL Group in the development of dashboards, geospatial web applications, and field-based data collection applications.

Works closely with other Bureau of Watershed Protection and Restoration staff in communicating and providing technical information and services. 

Manages GIS database construction and maintenance as necessary to support the TMDL Group work flow and processes.

Ability to construct, maintain, troubleshoot, and train users on GIS operations.

Ability to perform research on utilizing geographic techniques within computer systems.

Ability to analyze and set quality control standards and develop software programs for automated checks. 

Ability to present technical information to department employees and representatives of the County departments.

Minimum Qualifications

GIS Specialist I
Education: Graduation from an accredited four-year college or university with major course work in geography, cartography, planning, computer science, civil engineering, or related disciplines.
Experience: Two (2) or more years' experience in the operation and application of GIS technology.
Additional Requirements: A valid non-commercial Class C driver’s license. 

GIS Specialist II
Education: Graduation from an accredited four-year college or university with major course work in geography, cartography, planning, computer science, civil engineering, or related disciplines
Experience: Two (2) or more years’ experience in the operation and application of GIS technology; 0ne (1) or more years’ experience in GIS application software, automated drafting techniques, equipment plotting, digitizing, and data input.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.

4.) Data analysis and automation (R, Python) 
5.) Relational Database Management Systems (Access, SQL, Oracle) 
6.) Geospatial hydrological analysis 
7.) Aerial photography interpretation 
8.) Quality Assurance\Quality Control (QA/QC) skills 
9.) Microsoft Office and Google Workspace (Excel, Access, Word, PowerPoint, Google Sheets)
