Job Description:

POSITION DESCRIPTION

COUNTY OF HAMILTON, INDIANA

 

POSITION: GIS Specialist

DEPARTMENT: Communications

WORK SCHEDULE: As Assigned

STATUS:  Full-time

FLSA STATUS: Non-Exempt

HOURLY RATE: $35.1336 per hour

Incumbent serves as GIS Specialist for the Communications Department, responsible for maintaining and updating a countywide 911 geographic information system (GIS) database and ensuring consistent methodology.

 

DUTIES:

 

Coordinates all GIS activities.

 

Maintains and updates 911 GIS databases using prescribed software, including computer aided dispatch (CAD) and GIS database. Works with others in Communications Department to define discrepancies and provide address verification.

 

Maintains, researches and confirms GIS system data to assure accuracy. Makes all necessary edits and updates to the GIS, including graphic points, database attributes including addresses, street names, address ranges, and all pertinent data required for E-911.

 

Ensures that street names and addresses conform to NENA standards.

 

Updates the 911 Master Street Address Guide and coordinates information with municipalities.

 

Provides address verification for public safety departments, law enforcement, USPS, County departments and municipalities, and the public.

 

Approves all County street names by assisting various addressing authorities in establishing and maintaining data sharing, including coordinating, updating and cataloguing all addresses created outside the platting process, subdivision names, reviewing construction plans and addresses for new developments.

 

Reviews and verifies data provided by other County departments and municipalities.

 

Creates thematic maps and analysis of GIS data for public safety departments as requested by GIS Administrator.

 

Occasionally travels to various locations to collect information and verify GIS location data as necessary.

 

Communicates and meets with County GIS users to discuss interrelated policies, procedures and problems.

 

Periodically makes presentations to other organizations/jurisdictions to promote 911 GIS technology.

 

Periodically attends job-related conferences and training.

 

Performs related duties as assigned.

 

I.  JOB REQUIREMENTS:

 

Baccalaureate degree with a minimum of three (3) years related experience, or equivalent combination of education and experience.  Experience in database technology, emergency services and GIS technology preferred.

 

Proficiency using GIS software for all phases of GIS support including data creation, data editing/modification and analysis.

 

Previous drafting experience and ability to read and interpret detailed maps and properly operate GPS equipment.

 

Ability to work on several tasks at the same time, often under pressure, and complete assignments effectively amidst frequent distractions and interruptions.

 

Ability to work alone and with others in a team environment with minimum supervision, maintaining respectful, appropriate, interrelationships with co-workers.

 

Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.

 

Ability to competently serve the public with diplomacy and respect. 

 

Ability to work in a complex environment, and properly operate a variety of standard office equipment, including computer, printer, telephone, and plotter.

 

Working knowledge of standard English grammar, spelling and punctuation, and ability to effectively communicate orally and in writing with co-workers, other City and County departments, developers and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

 

Ability to comply with all employer department personnel policies and work rules, including but not limited to attendance, safety, drug-free workplace, and personal conduct.

 

Ability to occasionally work extended, weekend, and/or evening hours and occasionally travel out of town for training/conferences, sometimes overnight.

 

Possession of a valid Indiana driver’s license and demonstrated safe driving record.

 

II. DIFFICULTY OF WORK:

 

Incumbent’s duties are somewhat restricted in scope, but are of substantial intricacy, with several variables and considerations.  Incumbent performs according to department policies and procedures, referencing technical manuals and exercising independent judgment in most duties and in relating guidelines to specific case situations.

 

III. RESPONSIBILITY:

 

Incumbent performs standard, recurring duties according to well-established policies and procedures with priorities.  Incumbent receives direct supervision with work reviewed primarily for technical accuracy and compliance with department policies and procedures and legal requirements.  Errors in work are usually prevented through procedural safeguards and are detected through periodic reviews from GIS Administrator and other addressing agencies. Undetected errors may result in significant consequences in emergency situations.

 

 IV. PERSONAL WORK RELATIONSHIPS:

 

Incumbent communicates frequently with co-workers, other City and County departments, developers and the public for purposes of exchanging information and explaining/interpreting policies and procedures.

 

Incumbent reports directly to Software Suite Manager.

 

V.  PHYSICAL EFFORT AND WORK ENVIRONMENT:

 

Incumbent performs duties in an office with unusual physical demands.  Incumbent occasionally works extended, evening, and/or weekend hours, and occasionally travels out of town for training/conferences, sometimes overnight.
