Position Overview:
The Town of Castle Rock’s Division of Innovation and Technology (DoIT) plans and maintains the Town’s information systems. Employees in this division are dedicated to improving business processes and prioritizing technical projects according to the Town’s strategy and goals.
Essential Duties & Responsibilities:
- Provides data integration and support of all Town GIS databases and data
- Responsible for designing and maintaining accurate GIS databases and information to support Town systems and data interacting with GIS
- Coordinates the implementation and maintenance of geospatial databases; Researches, evaluates, recommends and implements technical and administrative solutions to achieve database objectives to forward project goals
- Creates, edits and maintains geospatial data using ArcGIS
- Updates standard Town map products and creates maps and reports for special projects
- Conducts queries and analysis using spatial and non-spatial databases
- Makes regular updates to base map data and related GIS products (ex, hardcopy maps, internet map server)
- Coordinates address requests with Douglas County
- Distributes GIS products to Town staff in accordance with Service Level Agreement deadlines and requirements
- Participates in designing and populating geospacial databases
- Interacts with Town staff directly and through the helpdesk system to respond to staff GIS needs
- Works as a participant on interdepartmental projects such as system integration and database development, requiring interaction with subject matter experts that are not GIS users
- Supports GIS Division projects as a member of the GIS team
- Conducts training for Town staff that are not experienced GIS users on web-based GIS applications, ArcView or other basic GIS tasks
- Conducts post-processing of GPS data and trains users in other departments on using GPS hardware and software
- Attends and participates in professional group meetings and conferences; stays abreast of new trends and innovations in the field of GIS
- Performs other duties as assigned or required
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor’s degree in GIS, Geography or closely related field
Experience: Three (3) years’ previous experience and/or training that ideally includes local government experience and Experience with ESRI GIS software; or an equivalent combination of education, training and experience
Preferred Qualifications:
Experience with Microsoft Access; Microsoft SQL Server, AutoCAD; ArcGIS Online, Visual Basic, ArcSDE, and ArcGIS Pro highly desired
Knowledge, Skills, and Abilities:
- Demonstrates active participation in Town of Castle Rock values
- Knowledge of the modern principles, practices and procedures of GIS
- Knowledge of geographic principles, cartography, GPS, and GIS theory
- Ability to communicate clearly and concisely, both orally and in writing, including the ability to communicate effectively with customers in lay terms
- Knowledge of coordinate systems and data projections
- Skill in the use of ESRI software products
- Working knowledge of Microsoft Office products
- Ability to establish and maintain effective working relationships with those contacted in the course of work
Physical Demands:
- Sedentary work for long periods of time
- Occasional physical work including ability to move and lift equipment weighing up to 10 lbs.
- Occasional lifting, carrying, walking and standing
- Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
- Frequent hand/eye coordination to operate personal computer and office equipment
- Vision for reading, recording and interpreting information
- Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
Works primarily in a clean, comfortable environment
Equipment Used:
- Uses general modern office equipment, to include, keyboard, 10-key adding machines, and telephones
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
Must satisfactorily complete a criminal background check and fingerprint analysis prior to commencing employment.
