The primary responsibility of the GIS Specialist is to serve as a GIS analyst in support of Cary’s GIS system and utility data. This includes the creation, maintenance, analysis, and visualization of geospatial data to support:

  • System operations and maintenance
  • Plan review
  • Asset management
  • Modeling
  • Master planning

Anticipated Hiring Range: $64,563 - $75,150

Typical Tasks
  • Creates, modifies, and maintains the utility assets in GIS, from approved site plan to as-built record drawing delivery.
  • Processes field change requests to improve the integrity of the GIS data, ensuring spatial and attribute accuracy.
  • Utilizes knowledge of utility systems to identify and correct deficiencies in the GIS inventory.
  • Develops, supports, and maintains multi-departmental GIS data and data management workflows.
  • Creates and maintains cartographic maps and graphics.
  • Fulfills internal and external information requests, including but not limited to as-builts, plat research, and GIS data exports.
  • Recommends and participates in GIS process improvements. 
  • Troubleshoots and participates in GIS problem resolution.
  • Creates and maintains documentation of procedures utilized to complete projects.
  • Provides general GIS customer service, both internally and externally.
  • Provides multi-departmental training on GIS and applications as needed.
  • Researches industry trends, solutions, and best practices.
  • Participates in various committees and task forces.
  • Performs other duties of a similar nature and level as assigned.
Knowledge, Skills and Abilities
  • Strong capability with ArcMap 10.X, ArcGIS Pro, ArcGIS Online.

 

  • Proficient with Survey 123, Collector, and other ESRI apps.

 

  • Skill with scripting languages such as Python, Arcade, VBScript, Jscript, or Perl.

 

  • Able to read and interpret construction, record, and plat drawings.

 

  • Experience with water/reclaimed distribution systems, sanitary sewer collection systems, and stormwater systems.

 

  • Excellent writing and communication skills.

 

  • Proven research skills.

 

  • Proficient with Microsoft Office.

 

  • Proficient with Salesforce.

 

  • Proficient with modern office technology.

 

  • Ability to effectively work both independently as well as part of a team.

 

  • Understands techniques and methods for organizing and prioritizing work, coordinating deadlines, and monitoring work performed.

 

  • Understands best practices, trends, and emerging technologies. 

 

  • Understands principles and applications of critical thinking and analysis.

 

  • Understands customer service principles. 

 

  • Able to provide consultation and serve as a program liaison and subject matter expert. 

 

  • Able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. 

 

  • Able to utilize communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

 

  • Able to stand, walk, type, talk, hear, see and perform repetitive motions.



Physical Requirements

Work in this class is generally inside and sedentary. An employee must have such visual acuity as to be able to read and write handwritten and typewritten material. Work requires looking at a computer screen and maps for long periods of time. An employee in this class must be able to talk and hear in order to be able to efficiently and effectively respond to the public and other employees. Manual dexterity is required to operate a computer keyboard and mouse. 

Minimum and Preferred Qualifications

Minimum and Preferred Qualifications

  • Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in geography/geographic/geospatial information systems (GIS), civil/environmental engineering, or computer science.
     

Licensing/Certifications

  • Geographic Information Systems Professional (GISP) preferred.
  • Salesforce certifications are a plus.
  • Valid North Carolina Class C Driver's License with a satisfactory driving record required.

 

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
