Position Summary
The GIS Specialist provides technical support for GIS activities internal to the City and between the City and other organizations. This position supports cartographic needs of the City and specifically the Public Works Department. 

Education, Training and Experience - minimum required to proficiently perform the job

Education / higher education: Bachelor's Degree 

For required college degrees, applicable field(s) of study: Geography, GIS, Urban Planning, Computer Science or related discipline 

Minimum number of years of directly related experience: Three years of experience with geographic information systems. In lieu of a Bachelor's degree incumbent must possess 5 years of experience. 

Education and/or experience preferences: Master's Degree in a relevant discipline. Incumbents holding a Master's Degree in a relevant discipline must have at least one year of work experience performing the essential functions of this position. 

Certifications, Licenses and Registrations

Driver's License requirement: Infrequent Driver -- Regular Driver's License Required Endorsements: None 

Note - For any driver, driving record must always meet City driving and insurability standards. 

Knowledge, Skills and Abilities required to proficiently perform the job

Knowledge: Knowledge of ESRI suite of geospatial software - ArcGIS, ArcCatalog, ArcServer, etc.; programming languages used in GIS, i.e. SQL, Python and Visual Basic; cartography and automated mapping; relational databases, statistics, physical geography, hydrology, and topography. 

Skills: Must be able to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Skills in reading and interpreting engineering plans or reports, technical engineering specifications, standards, methods and procedures. 

Abilities: Carry out instructions furnished in written, oral, or diagram form; Write routine reports and correspondence; Ability to speak effectively before groups of customers or employees; Use math concepts to present data in charts, graphs, and presentations. 

Interaction with Groups/Agencies/Entities: Internal: This position works with project and GIS technical staff on various assignments either detailed within the City's Strategic Plan or on an as needed basis. This position will also work with other staff members with varying degrees of GIS knowledge. This position must maintain harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: This position works with contractors, vendors, individual citizens, other government agencies, and the general public on planning City infrastructure projects. The position presents a friendly, courteous image for the City to the general public, customers, and public officials. 

Authorities and Accountabilities
Level of independent decision making: High--incumbent is expected to analyze complex situations and take appropriate action 

Budgetary/Financial/Asset accountability: Low -- Position is accountable to a Department Director or Division Manager and cannot make major decisions or obligate the City 

Span of control: Responsibility for own work (no supervision or leadership expectations) 

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.

  • This position executes a variety of tasks that will aid in the implementation of the City's GIS Strategic Plan including support in preparing specifications for contractor assistance and supporting work in database design, application design, and standards development and documentation.
  • Perform cartographic duties in support of the mapping needs of the Public Works Department and other City Departments that do not have GIS capabilities. Includes use of GIS software to design and produce custom map displays.
  • Conduct research or data collection, in the office or in the field, necessary to compile, digitize, attribute, query, edit, and prepare cartographic products and analyses.
  • Update designated GIS data files (primary editor). Under the direction of the Engineering Section Manager - Records & GIS, this position may address concerns, directly or indirectly, on maps, geographic data, tabular data, etc.
  • Develops complex GIS applications and data layers.
  • Create and update metadata for designated GIS datasets.
  • Performs spatial analysis of geographic datasets using the industry leading geospatial software and systems. Designs, creates, and maintains programs written in current various computer programming languages to be used in analysis, cartographic production, data maintenance, geoprocessing, and editing.
  • Designs, creates, and maintains custom and standardized maps, geographic databases, data files, statistics, reports, and analyses for dissemination to City staff, general public, governmental agencies, and others.
  • Designs, implements, and documents data entry QC/QA protocols and procedures.
  • Provides training to City employees on GIS applications.
  • Performs work on technical projects such as GIS data updating, and special projects.
  • Coordinate GIS data conversion and manipulation from City and outside sources.
  • Develop and maintain system documentation of programs and supporting instructional manuals for users.
  • Attend meetings and serve on committees as necessary.

Physical characteristics: Job requires oral and aural communication; Job requires reading and comprehension of written materials; Job requires normal vision; Must be able to distinguish colors; Grasping with hand, gripping; Keystroking or repetitive motion of hands/fingers/arms; Work activities produce impact on hand, wrist, forearm, elbow from vibration; Lifting/carrying/push/pull up to 49 lbs.
