This is an administrative and field position and it maintains the GIS database, assists department in development of asset management programs, asset valuation, condition assessment, utility benchmarking, and operational policies and procedures. Work is performed under general supervision.
This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.

Primary Duties- Performs all duties associated with the departments GIS database including research, edits, and maintenance.
- Coordinates and gathers benchmarking data for the department.
- Monitors and inspects completed work for compliance with applicable federal, state, and local laws, ordinances, standards, and regulations.
- Instructs departmental staff in the proficient use of the asset management tool programs.
- Assists in the maintenance of the asset management database.
- Coordinates with other utility sections and provides data and information as needed for successful completion of work or projects.
- Oversees activities of other staff tasked with the monitoring and evaluating of condition assessment including closed circuit TV inspection.
- Performs other related duties as directed such as developing project information for internal and external customers.
- Complies with safety requirements of the position; actively promotes safe work practices.
- Acts as on-site technical liaison for the camera truck and CUES.
- Assists in developing, revising operational and safety procedures.
- Maintains telephone service and communications; may be placed on emergency call out.
- May be required to work rotating shifts, on call duties, extended hours in emergencies.
- In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
- Assists in the duties associated with the development of the approved products list.
- Performs other duties as assigned.
- Associate’s degree is required.
- Minimum of three (3) years of full-time work experience in a water and/or wastewater utility environment with a minimum of one (1) year of utility experience in the area of asset management.
- Prefer that the above minimum of one (1) year of experience is working with ARCGIS with local government.
- Must be proficient in Microsoft Word, Excel, PowerPoint, Outlook and other computer related software programs.
- Valid Florida Driver’s License.
- Obtain FEMA IS100 and IS700 within six (6) months from date of hire.
In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.
Physical Demands
- Continual light work and occasional heavy work.
- Able to lift and/or move up to 50 pounds.
- Requires frequent walking and standing, climbing, stooping, reaching, and bending.
- Good finger/hand dexterity and hand/eye coordination.
- Good eyesight, hearing, and speech.
- Occasional driving of vehicle.
- Must be able to wear personal protection equipment (PPE).
Work Environment
Works primarily in an environmentally controlled space. The position will occasionally require work outside in adverse environmental conditions (e.g., heat, cold and rain) for moderate periods of time.
