GIS Section Manager

About the Position

The Geographic Information System (GIS) position will manage the GIS Section consisting of three (3) work units.  This position will prepare and administer annual work plans and budgets; establish staffing patterns and work units; develop multi-year program goals; provide personal and technical leadership across all its units and business activities; and supervise 3 to 4 leadership staff and manage personnel and program activities. This position provides vision, strategic direction, and oversight of all geospatial applications across CDOT, as well as GIS data management activities, data acquisition, administrative governance, and strategy and architecture of GIS systems.  The position coordinates across CDOT units, divisions, and regions in support of management and integration of geospatial data, as directed by executive management, including close coordination with CDOT’s Office of Data Management and the Governor’s Office of Information Technology. The position also participates in and serves as coordinator of data governance activities related to geospatial data, and coordinates  GIS system, application, and technical governance.  
 
Major duties and responsibilities include, but are not limited to:

  • Prioritize and assign work, develop and sign performance plans, and conduct employee appraisals; initiate promotional and/or disciplinary or corrective actions, develop and administer budgets; implement the annual work plan, complete an annual update to the CDOT GIS Strategic Plan, and establish work standards; perform second-level supervisory duties;
  • Manage a variety of projects to include ongoing development of configurable applications, custom software, custom extensions to commercial off-the-shelf (COTS) software (e.g., ESRI products) and geospatial databases that support CDOT decision making and business activities across the agency;
  • Lead, design and implement geospatial data and system governance activities across CDOT, cooperating closely with other lead entities in technology and data management at CDOT and other state agencies, e.g., Governor’s Office of Information Technology (OIT), CDOT’s Office of Data Management;
  • Serve as Division’s lead coordinator with the Office of Data Management and as CDOT's technical expert and manager for geospatial applications and data systems;
  • Present GIS integration recommendations at all levels of CDOT staff, and help broker agreement between involved parties as needed; 
  • Provide or coordinate training on geospatial data management and analysis across the agency;
  • Lead agency-wide GIS communication campaigns to ensure CDOT staff are aware of geospatial products, services, resources, and relevant policies and best practices;
  • Work with CDOT IT and OIT staff to develop and maintain systems to manage requests for and provision of user licenses across CDOT;
  • Identify training needs for personnel and staff development opportunities;
  • Oversee budget and contract management for GIS software and products;
  • Other duties as assigned.

Work Environment:
Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
This position will mainly work in the office.
This position may travel less than 5% of the time for conferences and meetings

Minimum Qualifications

Experience Only:
Four (4) years of professional work experience in geography, business, public administration, computer science or a closely related work experience

AND

Six (6) years of professional experience with increasing responsibilities in one or a combination of the following: GIS, Information Technology or Data Management. This experience must include All of the following:

At least one year of experience as a supervisor managing professional staff;
A combination of setting and executing program/project goals and objectives, developing and managing a budget, allocating resources to achieve goals and objectives, and providing leadership
OR 

Education and Experience:

Bachelor's degree from an accredited college or university in geography, business, public administration, computer science or a closely related field

AND

Six (6) years of professional experience with increasing responsibilities in one or a combination of the following: GIS, Information Technology or Data Management. This experience must include All of the following:

  • At least one year of experience as a supervisor managing a professional staff;
  • A combination of setting and executing program/project goals and objectives, developing and managing a budget, allocating resources to achieve goals and objectives, and providing leadership

  • Knowledge and experience in managing complex GIS systems, relational databases, and applications; Certified GIS Professional (GISP);
  • Experience in developing and applying data and systems governance; 
  • Knowledge and experience in remote sensing technologies and methodologies including photogrammetry, aerial and terrestrial Light Detection and Ranging (LiDAR), and Unmanned Aircraft Systems (UAS);
  • Knowledge of transportation data and transportation-related technology including, but not limited to, linear referencing systems, asset management, traffic devices, Intelligent Transportation Systems (ITS), big data, real-time data, traffic operations, and transportation modeling;
  • Experience using ESRI software including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and extensions;
  • Fluency in Microsoft Office Suite, Google Applications and SAP and ability to quickly learn new software.
