The GIS Manager provides technical leadership and administrative oversight for the Geographic Information Systems (GIS) Division. This role is responsible for managing GIS staff, directing daily operations, supporting departmental goals, and advancing the enterprise-wide GIS strategy. The GIS Manager ensures the accuracy, accessibility, and security of spatial data systems while coordinating efforts across departments, vendors, and external agencies. The position also plays a key role in developing GIS policies, overseeing GIS application development, managing system administration, and mentoring staff.
- Directs the work of GIS staff, including analysts, technicians, and specialists; provides leadership in project planning, task delegation, and staff development.
- Administers and oversees the ArcGIS Enterprise environment, including Server, Portal, and ArcGIS Online.
- Leads geospatial database design and integration; ensures the quality and integrity of GIS datasets.
- Collaborates with departments to identify geospatial data needs and delivers GIS products that support decision-making.
- Manages and monitors the GIS department’s operational budget and procurement efforts in conjunction with the IT Financial Administrator.
- Coordinates GIS-related activities and data sharing with external agencies and regional GIS partnerships.
- Develops and implements GIS policies, standards, workflows, and system improvements.
- Manages the production of maps, dashboards, applications, and visualizations for internal and public-facing use.
- Evaluates and recommends emerging GIS technologies and tools for enhanced service delivery.
- Supports strategic planning efforts and contributes to enterprise data governance and IT alignment.

Education:
Bachelor’s degree in Geography, GIS, Urban Planning, Computer Science, Engineering, or a related field with coursework in GIS (Relevant Experience can be substituted for Education).
Experience:
- At least five (5) years of progressive GIS experience including geospatial database development, map production, and spatial analysis.
- Minimum of one (1) year in a supervisory or project management role.
- Experience with ArcGIS Pro, ArcGIS Enterprise, and enterprise geodatabase management.
- Familiarity in working with SQL Server and PostgreSQL/PostGIS platforms.
- An equivalent combination of education, experience and training may be substituted at the Clerk’s discretion.
Licenses/Certificates:
- Valid Florida Driver License required.
- Certifications are a plus, but not required, such as:
- GISP certification or Esri technical certifications.
- Experience with Tyler Technologies Munis (ERP) and Tyler EPL (permitting).
- Familiarity with Lucity or other asset management systems.
- Master’s degree or post-baccalaureate GIS certificate.
- Experience working in a local government or public sector environment.
EQUIPMENT USED:
Personal computer, calculator, copier, facsimile, phone, various AV equipment and components.
- Expertise in Esri’s ArcGIS suite (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise).
- Knowledge of spatial analysis, cartography, remote sensing, and mobile data collection.
- Familiarity with SQL, Python, ModelBuilder, and data ETL processes.
- Familiarity with cloud-based GIS services and modern deployment models.
- Experience with GPS data collection, imagery analysis, and open data platforms.
- Ability to manage projects, budgets, staff performance, and customer relationships.
- Strong communication skills to present technical concepts to non-technical audiences.
- Ability to develop and implement innovative GIS techniques and enterprise solutions.
- Ability to maintain effective relationships with staff, vendors, and the public.
ESSENTIAL PHYSICAL SKILLS:
Acceptable eyesight (with or without correction); acceptable hearing (with or without correction); ability to access, input and retrieve information from a personal computer; ability to sit for long periods of time; ability to communicate orally in order to answer questions in person and over the telephone; ability to sit at a desk and view a display screen for extended periods of time; ability to stand for long periods of time. Ability to operate hand and power tools and to handle other computer components. Walking, kneeling, bending, stooping, stretching and lifting up to 50 lbs.
WORKING CONDITIONS:
Office environment. Work closely with others. Must have reliable transportation which employee may be required to use if a County vehicle is not available. Flexible hours with occasional on-call/after-hours availability as needed. Travel as required.
